Youme Law Firm LLC said that, based on Clause 2, Article 91 of the 2019 Labor Code, the minimum wage is stipulated as follows:

2. Minimum wage is determined by region, fixed by month and hour.
3. The minimum wage is adjusted based on the minimum living standards of workers and their families; the correlation between the minimum wage and market wages; the consumer price index, economic growth rate; the relationship between labor supply and demand; employment and unemployment; labor productivity; and the payment capacity of enterprises.
4. The Government shall detail this Article; decide and promulgate the minimum wage based on the recommendations of the National Wage Council.
Accordingly, the minimum wage is determined by region, determined by month and hour. The minimum wage is adjusted based on the minimum living standard of workers and their families; the correlation between the minimum wage and the market wage; the consumer price index, economic growth rate; the relationship between labor supply and demand; employment and unemployment; labor productivity; and the payment capacity of enterprises.
The current regional minimum wage is stipulated in Article 3 of Decree 74/2024/ND-CP, effective from July 1, 2024, as follows:
- Zone 1 is 4,960,000 VND/month; 23,800 VND/hour.
- Zone 2 is 4,410,000 VND/month; 21,200 VND/hour.
- Zone 3 is 3,860,000 VND/month; 18,600 VND/hour.
- Zone 4 is 3,450,000 VND/month; 16,600 VND/hour.
According to the Appendix issued under Decree 74/2024/ND-CP, the districts in Hanoi belonging to region 1 and region 2 and the regional minimum wage in Hanoi in 2025 are determined as follows:
* Ba Dinh District, Cau Giay District, Dong Da District, Hai Ba Trung District, Thanh Xuan District, Hoang Mai District, Long Bien District, Hoan Kiem District, Ha Dong District, Tay Ho District, Nam Tu Liem District, Bac Tu Liem District, Gia Lam District, Dong Anh District, Soc Son District, Thanh Tri District, Thuong Tin District, Hoai Duc District, Thach That District, Quoc Oai District, Thanh Oai District, Me Linh District, Chuong My District, Son Tay Town (Region 1): VND 4,960,000/month or VND 23,800/hour.
* Ba Vi District, Dan Phuong District, My Duc District, Phuc Tho District, Phu Xuyen District, Ung Hoa District (Region 2): 4,410,000 VND/month or 21,200 VND/hour.
