The Law amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army (effective from December 1, 2024) in Article 2 stipulates amending and supplementing a number of articles of the Law on People's Public Security No. 37/2018/QH14, which is amended and supplemented by a number of articles according to Law No. 21/2023/QH15.
Accordingly, amend and supplement Clause 2, Article 29 as follows:
2. Seconded People's Public Security officers enjoy the same regimes and policies as officers currently working in the People's Public Security. The conferment, promotion, demotion, and stripping of ranks on seconded officers shall be implemented in the same manner as on officers currently working in the People's Public Security, except for the cases specified in Clause 1, Article 27 of this Law.
When completing their secondment, People's Public Security officers will be considered and assigned to positions equivalent to their secondment positions; and their rights and benefits of their secondment positions will be retained.
Previously, Clause 2, Article 29 was amended by Clause 4, Article 1 of the 2023 Law on People's Public Security, effective from August 15, 2023, stipulating as follows:
2.Seconded People's Public Security officers enjoy the same regimes and policies as officers currently working in the People's Public Security.The conferment, promotion, demotion and stripping of ranks for seconded officers shall be implemented as for officers currently working in the People's Public Security, except for seconded officers specified in Points b, c and d, Clause 1, Clause 3, Article 25 and Clause 1, Article 27 of this Law.
Upon completion of their secondment, People's Public Security officers shall be considered and assigned to positions equivalent to their secondment positions; and shall retain the benefits of their secondment positions.
Thus, from December 1, 2024, the conferment, promotion, demotion, and stripping of ranks for seconded police officers will be implemented as for police officers working in the People's Public Security, except for the cases specified in Clause 1, Article 27 of this Law (removing the provisions on the exception for seconded officers specified in Points b, c, and d, Clause 1, Clause 3, Article 25).
Clause 1, Article 27 of the Law stipulates: The Prime Minister submits to the President the conferment, promotion, demotion, and stripping of general ranks.
