At the recent 8th Session, with 458/459 National Assembly delegates participating in the vote in favor, reaching 95.62% of the total number of delegates, the National Assembly passed the Law amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army.
Amending the provisions of Article 25 of the Law on People's Public Security in the Law on Officers of the Vietnam People's Army, effective from December 1, 2024, which stipulates the highest rank for positions and titles of People's Public Security officers.
Accordingly, the highest rank for the position of People's Public Security officer is prescribed as follows:
General: Minister of Public Security;
Senior Lieutenant General, not more than 7 in number, including: Deputy Minister of Public Security, not more than 6; People's Public Security officers on secondment elected to hold the position of Chairman of the National Assembly's Committee on National Defense and Security.
The highest ranks of positions and titles are Lieutenant General and Major General, with a number not exceeding 197.
The Government prescribes positions and titles with the highest ranks of Lieutenant General and Major General, criteria and standards for considering promotion beyond the rank of general and the highest rank for positions and titles of officers is the general rank of newly established units, reorganized units, and units with additional functions and tasks, but not exceeding the maximum number of general positions according to the decision of the competent authority.
Seconded People's Public Security officers with positions and titles higher than the positions and titles with the highest ranks are Lieutenant General, Major General and in special cases, they are awarded or promoted to the rank of general as decided by competent authorities.
The highest rank for an officer's position or title is colonel or lower, as prescribed by the Minister of Public Security.
Seconded People's Public Security officers enjoy the same regimes and policies as officers currently working in the People's Public Security. The conferment, promotion, demotion, and stripping of ranks on seconded officers shall be implemented in the same manner as on officers currently working in the People's Public Security, except for the cases specified in Clause 1, Article 27 of this Law.
When completing their secondment, People's Public Security officers will be considered and assigned to positions equivalent to their secondment positions; and their rights and benefits of their secondment positions will be retained.
