Accordingly, Clause 8, Article 1 of the Law on Officers of the Vietnam People's Army, amended in 2024, amended and supplemented Article 33 of the Law on Officers of the Vietnam People's Army, 1999, on health care for officers and relatives of officers in active service as follows:
Article 33. Health care for officers and relatives of officers in active service
1. Active officers are guaranteed health care; when injured, sick, pregnant, have accidents or occupational risks, they are examined and treated at medical examination and treatment facilities according to the provisions of the law on health insurance and enjoy other health care regimes according to the provisions of the law.
2. Biological father, biological mother, legal guardian; biological father, biological mother, legal guardian of wife or husband; wife or husband; biological children, legally adopted children under 18 years old; biological children, legally adopted children from 18 years old and above who continue to attend general education of active officers without health insurance shall be issued a health insurance card, and shall be examined and treated at medical examination and treatment facilities according to the provisions of the law on health insurance.
Previously, Clause 2, Article 33 of the Law on Officers of the Vietnam People's Army 1999 stipulated that the health care regime for officers' families included the following subjects: Fathers, mothers, legal guardians of husbands and wives, wives or husbands and children under 18 years old of active officers without health insurance are entitled to free or reduced hospital fees for medical examination and treatment at military and civilian medical facilities according to Government regulations.
The new regulation has added that legally adopted children under 18 years old and biological children and legally adopted children from 18 years old and above who continue to attend high school of active officers without health insurance will be granted health insurance cards and be examined and treated at medical examination and treatment facilities according to the provisions of the law on health insurance.
Thus, according to the new regulations, from December 1, 2024, relatives of military officers will be granted health insurance cards including:
- Biological father, biological mother, legal guardian;
- Biological father, biological mother, legal guardian of the wife or husband;
- Wife or husband;
- Biological and legally adopted children under 18 years old;
- Biological and legally adopted children from 18 years of age and older who continue to attend high school of active officers do not have health insurance.
