12 leading universities
On August 20, Deputy Prime Minister Le Tien Chau signed Decision No. 1612/QD-TTg approving the Project on developing and improving the quality of higher education institutions in the capital until 2030, with a vision to 2035.
According to Decision 1612, higher education in the capital is positioned as the core part and strategic knowledge infrastructure platform. The project sets out a series of targets for staff and training quality. By 2030, the entire capital will have at least 2 higher education institutions in the top 150 schools in Asia and this number will continue to increase to 4 institutions by 2035; the proportion of lecturers with doctoral degrees must reach at least 45%; Hanoi attracts a cumulative minimum of 600 lecturers, scientists, and experts with doctoral degrees or higher working abroad to participate in teaching and research,...
In order to realize this vision, the Government has oriented to focus resources on developing 12 leading higher education institutions, including: VinUni University, Hanoi University of Science and Technology, Vietnam National University, Hanoi Law University, Hanoi Medical University, Posts and Telecommunications Institute of Technology, University of Transport, National Economics University, Vietnam National University of Agriculture, Phenikaa University, Hanoi National University of Education, Hanoi University of Civil Engineering.
This is a group of schools that will be prioritized for key investment, enjoying special mechanisms on land, infrastructure, development space and policies to attract talent.
In the field of science and technology, Hanoi strives to increase international publications with prestige by an average of at least 15%/year; revenue from science, technology and innovation increases by an average of at least 10%/year. The city also sets a target to support the incubation, formation and development of at least 300 innovative startups and startups from higher education institutions.
Another notable point is the requirement that 100% of higher education institutions deploy a digital university governance system integrating artificial intelligence applications in admissions management, training, finance, human resources, scientific research and libraries; and at the same time connect and share complete data with the national database system on higher education.
The responsibility of schools is to achieve the set goals. For example, by 2030, the Academy of Posts and Telecommunications Technology aims to be in the top 350 in Asia, the University of Transport aims to be in the top 200 in Asia, Phenikaa University to be in the top 100 - 150 in Asia.... National Economics University and Hanoi University of Civil Engineering are also assigned targets to have key sectors in the top positions in the world and the region.

Government assigns 2 non-public universities to be in the Top 100-150 in Asia in 2030
Among the 12 leading higher education institutions, there are 2 non-public higher education institutions, VinUni University and Phenikaa University. These are also 2 universities targeted by the Government to be in the top 100 - 150 in Asia.
In which, VinUni University strives to be in the top 100 in Asia (QS Asia) and top 300 in the world (QS World); at least 1 major in the top 100 (expected Artificial Intelligence and Data Science) and 1 major in the top 200 (expected Business Administration) in the world.
By 2035, VinUni strives to be in the top 80 in Asia and top 100 in the world; at least 3 majors in the top 100 in the world (expected AI & Data Science, Business Administration, Engineering). Developing a university model of elite research, high internationalization, closely linking training, research, innovation with the business ecosystem and leading university partners in the world.
Phenikaa University by 2030 is in the group of 100 - 150 leading universities in Asia according to Times Higher Education (THE Asia University Rankings); in the group of 100 leading universities in the world according to THE Sustainability Impact Rankings.
By 2035, Phenikaa will be in the group of 200 - 300 leading universities in the world according to THE World University Rankings (THE WUR). Strive for 1-2 majors (in the field of Natural Sciences) to be in the top 100 in the world according to QS World University Rankings by Subject.
