The conference was attended by Ms. Pham Thi Kim Oanh, Deputy Director of the Presidential Office, members of the Party Central Committee, former members of the Party Central Committee who are members of the Presidium of the Central Committee of the Vietnam Fatherland Front, along with elderly people, dignitaries, and comrades who are members of the Presidium of the 11th Central Committee of the Vietnam Fatherland Front.
At the Conference, delegates listened to the Submission requesting opinions on the draft Operating Regulations of the Central Committee, Presidium, Standing Committee of the 11th Central Committee of the Vietnam Fatherland Front, term 2026 - 2031; Submission requesting opinions on the draft Working Program for the entire term of the Presidium and the 11th Central Committee of the Vietnam Fatherland Front, term 2026 - 2031; Report on the results of Front work in the first 6 months of the year and key tasks of Front work in the last 6 months of 2026; Submission requesting opinions on the draft orientation of Front work in 2027.


Proposal to authorize the Presidium to carry out personnel work in a number of specific cases:
Presenting the Submission requesting opinions on the draft Operating Regulations of the Central Committee, Presidium, Standing Committee of the 11th Central Committee of the Vietnam Fatherland Front, term 2026 - 2031, Ms. Ha Thi Nga - Member of the Party Central Committee, Vice President - Secretary General of the Central Committee of the Vietnam Fatherland Front clearly stated that the content of the Operating Regulations inherits the contents of the Operating Regulations of the 10th Congress that have been implemented stably, in accordance with practical conditions; only studying to amend and supplement the necessary contents to meet the requirements and tasks in the new situation.
The development of the Regulation also ensures consistency and synchronization with Party regulations, State laws and relevant regulations and rules; clearly defining the tasks, powers, responsibilities and working relationships of the Committee, Presidium, Standing Committee and leadership positions. At the same time, ensuring the principle of democratic consultation, coordination and unified action; promoting the role and responsibility of each individual associated with the responsibility of the collective, ensuring democracy, publicity, transparency, effectiveness, and efficiency in organization and operation, meeting the requirements of innovating the content and methods of operation of the Vietnam Fatherland Front in the new period.
Also according to Vice Chairman - General Secretary Ha Thi Nga, the process of researching and developing the draft Regulation was sent to collect opinions from members of the Presidium, members of the Committee, member organizations, departments, and specialized units of the Central Committee of the Vietnam Fatherland Front. Through summarizing the opinions sent back, it shows that the majority of opinions (over 90%) agree with the draft Regulation.
There were 15 comments to amend and supplement some contents and wording in the Articles and Clauses, requesting to clarify the operating methods in the context of technology application and digital transformation; strengthen the coordinating role of the Standing Committee; clarify the responsibilities of Committee members; improve the coordination mechanism; the above contents have been studied and absorbed by the Standing Committee and supplemented to the draft Regulation.

Vice Chairman - Secretary General Ha Thi Nga said that the Draft Regulation consists of 6 chapters, 21 Articles; basically maintaining the layout of the 10th term Operating Regulation, amending and supplementing 18 Articles on adjusting sentences and contents to clarify authority, responsibility, and operating mechanism.
Key contents are added in some specific articles as follows:
Accordingly, in Article 2, operating principles: Supplementing Clause 4 "Activities of the Central Committee, Presidium and Standing Committee ensure publicity, transparency, accountability; promote the application of science and technology, digital transformation, improve operational efficiency, and meet the tasks of Front work in the new situation". The addition aims to clarify and emphasize the operating principles of the Committee, Presidium and Standing Committee in implementing tasks and strengthening and determined to perform well the task of digital transformation in operations.
In Article 3, meeting regime: Supplementing Clause 5 "In necessary cases, conferences and meetings of the Central Committee, Presidium, Standing Committee may be organized in the form of direct, online or combined with online. Delegates attending online have full rights to speak, discuss, and vote as delegates attending directly; electronic voting results are as valid as direct voting according to the provisions of law and this regulation.
The addition aims to ensure flexibility and timeliness in direction and administration, in accordance with the requirements of technology application and digital transformation. At the same time, clearly stipulate the legal value of participation and voting in electronic form, contributing to ensuring the legality, transparency and effectiveness of the decisions adopted.
In Article 5, Article 9 on the tasks and powers of the Committee and the Presidium: Supplementing the content "in some specific cases between 2 sessions, the Central Committee authorizes the Presidium to consider consulting and elect members to participate in the Central Committee, Presidium, Standing Committee for full-time officials who have been introduced by competent authorities" to authorize the Presidium to carry out personnel work in some specific cases, this content has been stipulated in the Charter of the Vietnam Fatherland Front.
In Article 12, the tasks and powers of the Standing Committee are added to Clause 3 of the contents of the tasks that the Standing Committee considers collectively: "c. Deploying patriotic emulation movements, campaigns of the Fatherland Front and socio-political organizations" to suit practical conditions, avoiding duplication and intersection of tasks when deploying to the grassroots level.
Along with that is the addition of clause 4: "Resolving issues of organizational structure and cadres, civil servants, professional tasks of advisory and assisting agencies of the Vietnam Fatherland Front and socio-political organizations directly under the Standing Committee, implemented according to the Organization and Operation Regulations of each agency" to ensure comprehensive leadership and direction, strengthen the proactiveness of the Standing Committee of socio-political organizations towards advisory and assisting agencies of socio-political organizations directly under the Standing Committee.
Article 16, a new addition, stipulates the responsibilities of the Vice Chairman of the Central Committee as the head of the socio-political organization.
