Proposal for preschool teachers to enjoy a subsidy coefficient of 1.25
According to the draft Decree stipulating the salary policy and allowance regime for teachers developed by the Ministry of Education and Training, all teachers are entitled to a special salary coefficient from 1.15 - 1.25 compared to the current salary coefficient. In which, preschool teachers are entitled to the highest special salary coefficient - 1.25
For teachers teaching at schools, classes for people with disabilities, centers to support the development of inclusive education, and boarding schools in border areas, an additional 0.05 is added compared to the prescribed level.
According to the Ministry of Education and Training's plan, the special salary coefficient is calculated against the salary level and is not used to calculate allowances. If the draft is approved, the formula for calculating the salary level for teachers is as follows:
Salary level implemented from 2026 = Base salary level x Current salary coefficient x Specific salary coefficient.
The base salary currently being implemented according to the provisions of Clause 2, Article 3 of Decree 73/2024/ND-CP is 2,340,000 VND. If the State increases the base salary in 2026, teachers' salaries will increase even higher.
The Ministry of Education and Training believes that the special salary coefficient, although not helping the salary of teachers to be ranked "highest", will help the salary of teachers to be ranked "higher" than civil servants with the same salary scale applied.
Especially, in the current context, the salary scale applied to preschool teachers is currently the lowest among teacher titles and lower than all civil servants in other sectors and fields. While the working environment and the nature of preschool teachers' professional activities have been proven by reality to be heavy.

This is also the basis for the retirement age of preschool teachers to be reduced by 5 years compared to the normal retirement age and has been specifically stipulated in Article 26 of the Law on Teachers.
Increase occupational preferential allowance by at least 70% for preschool and general education teachers
The National Assembly has passed a Resolution on a number of specific and outstanding mechanisms and policies to implement breakthroughs in education and training development. This Resolution takes effect from January 1, 2026.
The Resolution stipulates that professional preferential allowances are implemented according to the roadmap stipulated by the Government for public preschool and general education institutions with a minimum level of 70% for preschool and general education teachers, a minimum of 30% for staff and 100% for teachers in particularly difficult areas, ethnic minority areas, border areas, and islands.
Regarding the implementation roadmap, most recently, the Ministry of Education and Training proposed to increase professional preferential allowances according to a roadmap, including two phases as follows:
Phase 1 (from 2026-2030), supplementing allowances for school staff at a rate of 20%; increasing evenly by 15% for teachers at preschool and general education levels, increasing by 5% the preferential allowance level for teachers and lecturers of higher education institutions and vocational education institutions.
Phase 2, from 2031 onwards: The implementation of professional preferential allowances for preschool and general education teachers is applied according to the provisions of Resolution No. 71-NQ/TW.
According to calculations, the whole country currently has more than 1.05 million preschool and general education teachers receiving salaries from the state budget, salaries ranging from 4.9 to 15.87 million VND/month, depending on the level of education. After adding allowances, the total income is about 6.6 to 30 million VND per month.
