Teachers' salaries are ranked highest, officially applying preferential allowances of 70 - 100%

The Law on Teachers officially takes effect from January 1, 2026, stipulating "Teachers' salaries are ranked highest in the administrative and non-business salary scale system" and assigning the Government to detail salary policies for teachers.

This is an important basis for the Government to have regulations on adjustments related to teachers' salaries to ensure the "highest rank" policy. In addition, according to the provisions of the Law, teachers are also entitled to additional special allowances, responsibilities, incentives, disadvantaged areas allowances, inclusive education allowances, seniority allowances, mobile allowances..., contributing to improving comprehensive income.

The Ministry of Education and Training has decided to select the book series "Connecting Knowledge with Life" of the Vietnam Education Publishing House as a national unified textbook from the 2026-2027 school year. The decision takes effect from January 1, 2026.

According to the Ministry of Education and Training, this set of books fully meets the selection criteria: Having all subjects at all 3 levels of education; scientific and pedagogical quality affirmed through widespread implementation in 34 provinces and cities; stability and high supply capacity nationwide. In addition, the use of familiar sets of books also helps minimize disruption for teachers, students and parents.

In addition, the Ministry of Education and Training said that it will implement a roadmap towards free textbooks by 2030, reducing regular learning costs for students and families.

Director of Department of Education and Training has the authority to recruit teachers; increase professional preferential allowances to 70 - 100%

In addition, Resolution 248/2025/QH15 on specific and outstanding mechanisms and policies to implement breakthroughs in education and training development was passed by the National Assembly on December 10, taking effect from January 1, 2026.

Accordingly, the Director of the Department of Education and Training has the authority to recruit and receive teachers, managers of educational institutions and staff in preschool, general education, continuing education, specialized schools and public vocational secondary schools in the province; exercise the authority to transfer, transfer, assign, appoint, change job positions for teachers, managers of educational institutions and staff in public educational institutions under their management authority and for public educational institutions related to a scope of 2 or more commune-level administrative units in the province.

The Chairman of the Commune-level People's Committee has the authority to transfer, transfer, assign, appoint, dismiss, and change positions for teachers, management officials of educational institutions and staff in public educational institutions under its management authority.

The Resolution also stipulates that vocational preferential allowances are implemented according to the roadmap prescribed by the Government for public preschool and general education institutions with a minimum level of 70% for teachers, a minimum of 30% for staff and 100% for teachers working in border areas, islands, ethnic minority and mountainous areas, areas with particularly difficult socio-economic conditions,...

Abolishing secondary school diplomas

The revised Education Law, effective from January 1, 2026, clearly stipulates that diplomas and certificates are issued in paper or digital form.

At the same time, the new Law also stipulates that the national diploma system only includes: high school diplomas, vocational secondary school diplomas, intermediate, college, bachelor's, master's, doctoral degrees and diplomas of specialized and specific training programs.

Thus, the secondary school diploma is abolished. Students who complete the secondary education program and meet the conditions according to regulations will be certified by the principal in their transcripts. For high school students, when they meet the graduation requirements, they will be granted a diploma by the school principal.
