According to statistics from the Traffic Police Department of Hanoi City Police, from January 1 to September 20, 2025, the authorities handled 26,529 violations related to wearing helmets, with a total estimated fine of more than 15.6 billion VND, and temporarily detained more than 3,000 vehicles.
Of which, there were 4,693 cases of students (accounting for 17.6%) and 729 cases of parents (accounting for 2.7%) being handled. Compared to the same period in 2024, the number of violations has decreased by nearly 39%, showing initial effectiveness in propaganda and handling of violations.
Faced with the above situation, the Hanoi Traffic Safety Committee issued Document No. 173/BATGT-VP, requesting departments, branches, sectors, unions and local authorities to continue to resolutely and effectively implement Plan No. 16/KH-BATGT on the implementation of the regulation requiring drivers and people on motorbikes, mopeds, electric motorbikes and electric bicycles to wear helmets that meet national technical standards.
A representative of the Hanoi Traffic Safety Committee said that most of the violations were not wearing helmets (16,856 cases), or the team did not install helmets or install them incorrectly. Many people still use fashion hats and caps that do not meet standards, which pose a high risk of causing traumatic brain injury in accidents.
In addition, the situation of poor quality and non-compliant helmet production and trading is still complicated, requiring competent authorities to strengthen inspection and strictly handle violations.
The Hanoi Traffic Safety Committee requests the Department of Industry and Trade, Hanoi City Police, the Department of Education and Training, the Department of Health, the Department of Justice, and the People's Committees of communes and wards to closely coordinate, step up propaganda, control the helmet market and strengthen handling of violations such as: not wearing helmets, wearing fake helmets, fashion hats when participating in traffic, or doing business in substandard helmets.
The Hanoi Traffic Safety Committee emphasized that the city aims to build a safe, modern, disciplined and humane traffic culture, in which the image of people wearing helmets properly becomes a civilized lifestyle of the capital.
Wearing a helmet in accordance with standards and regulations is not only a legal requirement but also an act to protect the lives and health of road users.
