Supplementing 2 certificates exempted from the 2026 high school graduation foreign language exam
Circular No. 13/TT-BGDĐT dated March 9, 2026 on amending and supplementing a number of articles of the High School Graduation Exam Regulations (THPT) issued together with Circular No. 24/2024/TT-BGDĐT dated December 24, 2024 of the Minister of Education and Training takes effect from April 24, 2026.
According to the circular, for the first time, the Ministry of Education and Training exempts foreign language exams for candidates with TOPIK Korean certificates reaching level 3 and Versant International English Placement Test (VEPT) 43 points.
According to regulations, candidates are only exempt from the Foreign Language exam in high school graduation consideration and are not counted as 10 points. Candidates still need to take the exam if they want to register for university according to the method of considering graduation exam scores in combinations with Foreign Language subjects.
Reduced half of high school exam papers

In addition to adding 2 certificates exempted from the 2026 high school graduation foreign language exam, Circular No. 13/TT-BGDĐT has many outstanding new points such as amending regulations related to inspection and examination in the exam to ensure conformity with the transfer of education inspection departments at all levels to the Government Inspectorate and Provincial Inspectorate; adjusting a number of regulations and exam organization procedures to ensure more appropriateness and convenience for units in the context of rearranging local government management units at 2 levels and rearranging provincial-level administrative units.
Notably, according to the circular, the Ministry reduces the time to receive applications for re-examination to notify the re-examination results earlier, and at the same time facilitates the enrollment work of higher education and vocational education institutions. Supplementing regulations on diplomas and certificates
Circular 10/2026/TT-BGDDT, effective April 15, 2026, details new contents on the management of diplomas and certificates mentioned in the revised Law on Education, the revised Law on Higher Education and the revised Law on Vocational Education.
The new contents stipulated in the Circular include: Replacing the issuance of secondary school diplomas with confirmation of completion of the secondary school program in the report card; assigning principals to issue high school diplomas; supplementing vocational high school diplomas; supplementing the form of digital diplomas, digital certificates; and at the same time expanding the scope of regulation to include VBCC of vocational education.
The deadline for issuing high school diplomas (paper) is shortened from 75 days to 30 days; the deadline for issuing digital certificates is 5 days from the date of the graduation recognition decision. Related procedures are regulated in the direction of reducing paperwork, increasing exploitation and sharing of data from related databases; prioritizing resolution in the electronic environment; not requiring people to provide information already available on state agency data systems.
New regulations on foreign language and Vietnamese proficiency assessment exams
Circular No. 09/2026/TT-BGDĐT regulating the organization of foreign language proficiency assessment exams and the organization of Vietnamese language proficiency assessment exams officially takes effect from April 15, 2026.
The Circular stipulates the strengthening of digital transformation, application of information technology in all stages of exam organization,... At the same time, it allows units to link to expand the scale of exam organization (exam can be organized abroad), in line with the current trend of international integration.

Supplementing the form of national education quality assessment
Circular No. 08/2026/TT-BGDDT stipulates the assessment of general education quality in a more comprehensive direction, not only focusing on the learning results of students' knowledge and skills but also focusing on assessing students' qualities and abilities according to the requirements of the current general education program.
In Clause 2, Article 8, the Ministry of Education and Training supplements the form of nationwide wide-ranging assessment to be carried out in 01 of 3 forms, instead of only focusing on test structure and technical procedures as before, including: Computer survey; Paper survey; Combining paper and computer surveys.
