Ho Chi Minh City - Nguyen Van Linh Street - the southern artery of the city is proposed to build an additional 6-lane elevated road, combined with 7 grade-separated intersections.

The Ho Chi Minh City Department of Construction has just sent a document to the Department of Finance to get opinions on the proposal of the joint venture of investors for the project to build an elevated road along Nguyen Van Linh Avenue in the form of public-private partnership (PPP), BT contract (build - transfer).

According to the proposal, the elevated road will be built along the median strip between the existing Nguyen Van Linh street with a scale of 6 lanes.

The project also includes 7 grade-separated intersections at important locations: Ring Road 2 West branch, Inner Ring Road, Pham Hung, Nguyen Luong Bang, Nguyen Huu Tho streets, National Highway 50 and National Highway 1A.

The starting point of the route connects the Thu Thiem 4 bridge area, the ending point is National Highway 1, with a total length of about 17.8 km. The project is expected to be implemented in the period 2026 - 2029.

Nguyen Van Linh road was started in 1996, invested by Phu My Hung Development Co., Ltd. in the form of BT with a total capital of about 100 million USD (more than 2,300 billion VND), completed and put into operation on the entire route in 2007.

This is the main urban traffic axis, connecting the western area with the eastern part of Ho Chi Minh City.

According to the Department of Construction, the road currently has a cross-section of 10 - 14 lanes, organizing two-way traffic with a green median strip in the middle; many sections separate the main road for cars and the mixed road section, but there are still many intersections at the same level.

In the near future, Ho Chi Minh City will build a Political - Administrative Center in the Thu Thiem area; and at the same time upgrade and expand Nguyen Tat Thanh street; plan the Nha Rong - Khanh Hoi port area and Den Do Cape into international passenger wharves.

The transportation network connecting to Nguyen Van Linh street is also being invested synchronously, with many projects to be completed in the 2026 - 2030 period such as: Nguyen Van Linh - Nguyen Huu Tho intersection (phase 1 completed, complete phase expected 2026 - 2028); upgrading and expanding National Highway 1 (2029); North - South main road (2029); Ben Luc - Long Thanh expressway (2026); upgrading and expanding National Highway 50 (2026); Thu Thiem 4 bridge (2028); Binh Tien road bridge (2028); Nguyen Khoai road bridge (under construction, expected to be completed in 2028); Can Gio bridge (2029) and Ring Road 2 section 4 (2029).

These projects, when completed, will connect to the Nguyen Van Linh axis, significantly increasing traffic volume on the route.

The Ho Chi Minh City Department of Construction assessed that the proposal is in accordance with planning, does not overlap with approved projects, and is also in line with the policy of developing the private economy and mobilizing social resources to invest in infrastructure.

The Department of Construction requests the Department of Finance to advise the Ho Chi Minh City People's Committee to consider the proposed project content.

In case the task of preparing an investment policy proposal report is approved, it is necessary to request the investor to coordinate with relevant agencies and units, including Phu My Hung Development Co., Ltd., to clarify responsibilities and obligations for the existing road, ensure legal basis and avoid investment overlap.

Currently, Nguyen Van Linh road is managed and exploited by Phu My Hung Development Co., Ltd. and is expected to be handed over to Ho Chi Minh City in April 2028.
