According to the Draft Decree stipulating salary policies and allowance regimes for teachers, all public teachers under the national education system are entitled to a special salary coefficient. In which, preschool teachers are entitled to a special salary coefficient of 1.25 compared to the current salary coefficient; other teacher titles are entitled to a special salary coefficient of 1.15 compared to the current salary coefficient.
For teachers teaching at schools, classes for people with disabilities, centers to support the development of inclusive education, and boarding schools in border areas, an additional 0.05 is added compared to the prescribed level.
The specific salary coefficient is calculated against the salary level and is not used to calculate the allowance level. The formula for calculating the salary level for teachers is as follows:

According to the draft Circular regulating the code number, appointment and salary ranking for public teachers, including preschool, general education (elementary, secondary and high school), each level of education, teachers are divided into three groups: Teachers, principal teachers and senior teachers, equivalent to grades III, II and I currently.
For preschool level, the teacher salary coefficient is from 2.1 - 6.38 (unchanged compared to the present).
At the primary level, expected:

Appointment to the professional title of senior primary school teacher - Code V.07.03.27 for grade I primary school teachers - Code V.07.03.27 ranks civil servant salary type A3, group A3.2, from salary coefficient 5.75 to 7.55; (higher than Circular 02/2021/TT-BGDDT but reduced to 6 grades instead of ranking salary 8 grades according to civil servant type A2, group A2.1, from salary coefficient 4.40 to 6.78 as before)
For secondary school teachers, the Ministry plans:
Appointment to the professional title of secondary school teacher - Code V.07.04.32 for secondary school teacher rank III - Code V.07.04.32; rank civil servant salary type A1, from salary coefficient 2.34 to 4.98 (Remaining the same as Circular 03/2021/TT-BGDDT);
Appointment to the professional title of principal secondary school teacher - Code V.07.04.31 for secondary school teacher rank II - Code V.07.04.31; ranked civil servant salary type A2, group A2.2, from salary coefficient 4.00 to 6.38; (Remains unchanged compared to Circular 03/2021/TT-BGDDT);
Appointment to the professional title of high-level secondary school teacher - Code V.07.04.30 for grade I secondary school teachers - Code V.07.04.30 ranks civil servant salary type A3, group A3.2, from salary coefficient 5.75 to salary coefficient 7.55; (higher than Circular 03/2021/TT-BGDDT but reduced to 6 grades instead of ranking salary 8 grades according to civil servant type A2, group A2.1, from salary coefficient 4.40 to 6.78 as before).


For high school teachers, the Ministry plans:

Appointment to the professional title of principal high school teacher - Code V.07.05.14 for grade II high school teachers - Code V.07.05.14; ranking civil servant salary type A2, group A2.1, from salary coefficient 4.40 to 6.78; (higher but maintaining the same number of grades compared to Circular 04/2021/TT-BGDDT ranking civil servant salary type A2, group A2.2, from salary coefficient 4.0 to 6.38);
Appointment to the professional title of high school teacher - Code V.07.05.13 for grade I high school teachers - Code V.07.04.13 ranks civil servant salary type A3, group A3.2, from salary coefficient 5.75 to 7.55; (higher than Circular 04/2021/TT-BGDDT but reduced to 6 grades instead of ranking salary 8 grades according to civil servant type A2, group A2.1, from salary coefficient 4.40 to 6.78 as before).
Thus, according to the draft, the expected salary coefficient for teachers is 2.1-7.55, meaning that teachers receive a salary of 4.9 to 17.66 million VND per month. The group receiving the highest salary is senior teachers (old grade I).
