Thoroughly grasping that spirit, Da Nang City has proactively concretized the major orientations of the 14th Party Congress with methodical and synchronous steps, closely linked to the local development reality.
Da Nang City has also soon thoroughly grasped and implemented Resolution No. 57-NQ/TW, considering this an important basis to institutionalize policies on science and technology development, innovation and digital transformation.
The city focuses on perfecting specific mechanisms and policies, investing in infrastructure and creating a favorable environment for the three central driving forces to gradually go into practice, creating clear changes in urban governance, economic development and improving the quality of service to the people.
Master Le Vu - Director of the Center for Learning Materials and Communications of the University of Technical Education, Da Nang University - said that from the perspective of teaching and training in the technical block, he realized that Resolution 57-NQ/TW has removed the "knot" in the investment mechanism, allowing educational institutions to be more autonomous in piloting new training models.
Identifying humans as the center and considering science and technology as the main driving force of the new production force is concretized by specific mechanisms, accepting risks in research and testing. This is the launching pad for technical training universities to transform, becoming places to create new, practical technology solutions for the digital economy.
Looking towards the 14th Party Congress, Mr. Le Vu expects the Party and State to continue to introduce breakthrough policies on national digital infrastructure development and specific mechanisms to train highly qualified human resources in key industries such as semiconductors and artificial intelligence (AI), especially more open regulations in commercializing research results and encouraging businesses to invest in "Research & Development" right at universities. This will create momentum for science and technology to truly become a "leading national policy," creating conditions for higher education institutions to become innovation centers.
University of Science and Technology - Da Nang University identifies the core role of research and technical innovation of the entire Central-Central Highlands region. Therefore, in the context that the Party and State identify science and technology, innovation and digital transformation as the 3 central drivers of the new growth model, the University of Science and Technology proactively adjusts its training strategy, promotes linking teaching with research and technology transfer, and focuses on developing high-quality human resources in key fields, meeting the development requirements of the country in the new period.
Associate Professor, Dr. Nguyen Huu Hieu - Rector of Da Nang University of Science and Technology - University of Da Nang - said that the school identifies the development of a teaching staff as a key task to link training with fields with breakthrough potential in Vietnam such as science and technology, artificial intelligence and STEM education.

On that basis, the School implements a training strategy according to international standards, focusing on updating new technologies, in-depth training, strengthening practice in laboratories and applying AI in teaching. At the same time, expanding cooperation with technology businesses, research institutes and advanced universities helps lecturers access modern knowledge, promote innovation, towards building a team with professional, technological and international integration capabilities.
In recent years, Da Nang has been a leading locality in applying science and technology to urban management, operation and development, focusing on investing in digital infrastructure, digital data and core technology platforms; in which, artificial intelligence is identified as a highlight in innovating public governance methods. The city's Smart City Monitoring and Operation Center currently operates 19 service groups, integrating traffic, environmental, security and big data analysis monitoring, contributing to improving direction efficiency and shortening the time to resolve administrative procedures.
On that foundation, Da Nang strongly promotes innovation, prioritizing the development of advantageous fields such as artificial intelligence and semiconductor microcircuits. In 2025, the city's startup ecosystem increased by 130 places, rising to 766th in the global top 1,000; currently has 27 science and technology enterprises, about 200 innovative startups and more than 70 enterprises operating in the high-tech sector, creating a foundation for sustainable development in the digital age.
In the period 2026-2030, to achieve the "two-digit" growth target," Vice Chairman of Da Nang City People's Committee Ho Quang Buu emphasized that Da Nang identifies science, technology, innovation and digital transformation as key development drivers, and important pillars in the new growth model.
The Science and Technology sector needs to focus on three key pillars: Completing institutions in the direction of removing bottlenecks, turning institutions into "competitive advantages" for development; strongly developing strategic technologies, especially artificial intelligence, semiconductor microcircuits, data infrastructure and comprehensive digital transformation; promoting an innovation ecosystem, closely linking "State-School-Scientist-Business".
Along with building digital government, smart cities and improving digital skills for people, these tasks aim to create a solid foundation for science and technology to truly become the main driving force for rapid and sustainable development.
With high political determination, proactive approach and consensus from the entire political system, business community and people, Da Nang city is expected to continue to create breakthroughs, affirm the role of the innovation center of the Central Highlands region, actively contribute to the country's goal of rapid and sustainable development in the digital age, and make practical contributions to realizing the country's development goals set out by the 14th Party Congress.
