The Ministry of Education and Training (MOET) has just posted the draft Law on amending and supplementing a number of articles of the Education Law on the Ministry's Electronic Information Portal for agencies, organizations and individuals to contribute their opinions.
Abolish secondary school graduation certificates and school councils at public preschools and general education institutions.
The new point in the draft Law is to establish vocational education as a level of education, including two levels: vocational secondary school and college. In this level of education, learners are trained at three levels: elementary, intermediate and college. Specifically: Vocational secondary school for post-secondary school students, integrating basic general cultural knowledge and vocational skills, aiming to achieve primary or secondary level; College for postgraduate or equivalent students, trained at college level.
The Draft Law also stipulates the abandonment of junior high school diploma and assigning competence to the principal of the junior high school/the head of the educational institution to implement the secondary education program to confirm the completion of the junior high school program instead of the Head of the District Education and Training Department at the level of secondary school diploma; Assign authority to the Principal of High School/Head of Education Facilities to implement the High School Education Program granted high school diploma instead of the Director of the Department of Education and Training granted high school diploma.
In addition, the draft Law is amended in the direction of abolishing the School Council in public preschools and general education institutions.
Director of the Department of Education and Training organizes the compilation of local educational materials
The draft law clearly identifies local education documents not a textbook; Amending regulations on competence to compile and appraise local education documents in the direction of: Assigning the Director of the Department of Education and Training to organize the compilation of local education documents, the provincial appraisal council appraised and the provincial People's Committee approved the local education documents.
This regulation is consistent with the Law on Organization of Local Government; the decentralization and delegation of power policies of the Party and State; the spirit of "Ministries do not work for localities", expressed in many directives of the Government. Simplifying administrative procedures
The draft Law has amended, supplemented and abolished many regulations related to administrative procedures. The Ministry of Education and Training focuses on cutting and simplifying over 50% of administrative procedures to create maximum convenience for learners, educational institutions and investors.
The amended and supplemented regulations are expected to have a direct impact on 69 administrative procedures under the management of the Ministry of Education and Training.
The above adjustments will help shorten processing time, reduce costs and paperwork for learners and investors; facilitate the implementation of online public services in the field of education; enhance transparency, accountability, reduce the risk of negative situations in the implementation of administrative procedures; clear bottlenecks, promote investment in non-public education and expand autonomy for educational institutions.
In addition, on the competence of establishing, merging and splitting the school, in order to conform to the policy of organizing the two -level local government, the law project is amended in the direction of: Assigning the People's Committee of the commune to manage the preschool, primary and secondary education institutions; The People's Committee of the provincial level or the Director of the Department of Education and Training manages the educational institutions at the remaining levels, except for cases under the jurisdiction of the Minister of Education and Training.
