Regarding the regime and policies for those participating in law-making work, delegate To Ai Vang (Soc Trang Delegation) said that the draft Resolution stipulates that people directly and regularly working as consultants, researching policy strategies, and law-making at a number of agencies and units are entitled to 100% of the current monthly salary coefficient (excluding allowances).
The delegate proposed 2 more groups to receive monthly support.
First, there are full-time delegates and full-time civil servants of the Provincial People's Council of the Legal Committee, the Economic - Budget Committee and the Cultural - Social Committee. Because they also have similar functions and tasks in assigned fields.
The second subjects proposed by delegates are the chief of staff, 1 deputy chief of staff in charge of the field of National Assembly work and civil servants of the National Assembly work department.
Delegates said that the Resolution of the Standing Committee of the National Assembly stipulates the tasks and powers of the Office of the National Assembly Delegation and the Provincial People's Council to advise, assist and serve the activities of the National Assembly Delegation, the Office of the National Assembly delegation, the provincial People's Council.
Including the authority tasks such as advising on the organization of the National Assembly Delegation in law-making work to discuss and contribute opinions and content as required by the National Assembly Standing Committee.
According to the decision of the National Assembly Office on the transfer of civil servants and contract workers, almost all National Assembly delegations of provinces and cities have had their staff reduced by about 50% compared to before.
"Therefore, the civil servant of the National Assembly work department is very small and too small compared to the requirements and nature of advising and assisting the National Assembly Delegation and National Assembly deputies," said the delegate.
Therefore, according to the delegate, their work capacity has almost doubled. Every year, the National Assembly Office only provides operating expenses and allowances for full-time National Assembly deputies and National Assembly deputies in delegations according to regulations.
"While civil servants directly and regularly advise on activities related to law-making, they are not granted," the delegate stated.
With the above reasons, the delegate suggested that it is necessary to add 2 groups of beneficiaries of monthly support.

Delegate Phan Thi Nguyet Thu (Ha Tinh Delegation) also expressed her interest in the special policy for full-time People's Council delegates and civil servants in the People's Council delegation office.
The beneficiaries of the policy regime for participation in law-making work specified in the draft are the legal advisory board of the Provincial People's Council and full-time People's Council delegates.
Such regulations do not ensure fairness among Provincial People's Council delegates in departments such as the Economic - Budget Committee, the Cultural - Social Committee, and the Urban Committee.
These are also those who participate in developing legal policies and resolutions to supervise the implementation of legal policies in the area. Therefore, it is recommended that the National Assembly add this subject to the draft Resolution.
