The Ministry of Education and Training (MOET) is seeking comments on the draft Circular promulgating the Regulations on Secondary School and High School Admissions. The draft Circular contains many new regulations on primary school admissions.
For admission to grade 10, the Ministry of Education and Training proposes three admission methods including entrance exams, admission selection, or a combination of entrance exams and admission selection. The choice of method is under the authority of the locality.
As for the entrance exam, to have national consistency and aim for a light, inexpensive exam, the Ministry of Education and Training plans to prescribe exams in three subjects including Math, Literature and a third subject or a combined exam.
This third subject will be selected by the Department of Education and Training and high school universities from subjects assessed by scores, including: Foreign Language 1, Civic Education, Natural Sciences, History and Geography, Technology, and Information Technology.
The third subject will not be fixed but will change every year, announced before March 31, to achieve the goal of comprehensive education, avoiding rote learning and biased learning.
If the locality organizes a combined exam, the subjects in the exam will be selected from among the subjects assessed by scores in the secondary school general education program.
Exam time: Literature is 120 minutes; Math is 90 minutes or 120 minutes; third subject is 60 minutes or 90 minutes; combined exam is 90 minutes or 120 minutes.
The exam content is within the secondary school general education program, mainly grade 9 program.
Compared to the content of the consultation with the Departments of Education and Training and schools in September 2024, the Ministry of Education and Training has eliminated the random drawing of the third subject, and localities will proactively choose the third subject.
It is expected that the Circular on Junior High School and High School Admission Regulations will be completed and issued before December 31, 2024.
