Although the new salary reform roadmap will eliminate some types of allowances, teachers will continue to receive seniority allowances until the new salary policy is officially implemented.
Seniority allowances are still retained
According to Conclusion 83-KL/TW in 2024, the Politburo assigned the Central Economic Commission to preside over and coordinate with ministries and branches to evaluate the effectiveness of implementing Resolution 27-NQ/TW in 2018 and propose the implementation of 5 new salary tables and 9 new allowance regimes in the public sector. The application of the new salary system will be considered for implementation after 2026.
Resolution 27-NQ/TW clearly states: when implementing the new salary regime, the current allowance regimes will be rearranged, including the elimination of seniority allowances (except for the military, police, and cryptography). However, according to the transitional provisions in Clause 2, Article 42 of the 2025 Law on Teachers (effective from January 1, 2026), teachers will continue to receive seniority allowances until salary policy reform is fully implemented.
However, Clause 2, Article 42 of the 2025 Law on Teachers stipulates as follows:
In case the competent authority has approved the project or plan for organizing teacher recruitment and considering promotion of the professional title of teacher before the effective date of this Law, it will continue to be implemented according to the approved project or plan within 12 months from the effective date of this Law.
Teachers continue to receive seniority allowances until salary policy reform for cadres, civil servants, public employees, armed forces and workers in enterprises is implemented.
Therefore, if we consider the above regulations, we have not yet abolished seniority allowances for teachers, so teachers will continue to receive seniority allowances for teachers until the salary policy reform for cadres, civil servants, public employees, armed forces and workers in enterprises is implemented.
Current seniority allowance level for teachers
According to Article 4 of Decree 77/2021/ND-CP, teachers who are teaching, educating and participating in compulsory social insurance for 5 years (60 months) will be entitled to seniority allowances of 5% of their current salary, plus leadership position allowances (if any) and seniority allowances exceeding the framework (if any).
From the sixth year onwards, each year of work for 12 months will be supplemented with a seniority allowance of 1%.

Receive the same monthly salary.
Use to calculate payment and enjoyment of insurance regimes such as social insurance, health insurance, unemployment insurance.

Thus, although the salary reform roadmap is gradually being implemented, seniority allowances for teachers will continue to be effective until there are official changes. The retention of this allowance shows the recognition of the long-term contributions of the teaching staff and helps stabilize teachers' income while waiting for the new salary system to be implemented.
