Mr. T.P's son (HCMC) is a 5th grade student. He was informed by the school that when considering completing the primary school program, 5th grade students are required to have a swimming certificate. In case students do not have a swimming certificate, they will not be considered for completing the primary school program and will not be admitted to 6th grade.

Mr. P found that the current regulations on determining the completion of the primary school program of the Ministry of Education and Training do not require students to know how to swim or have a swimming certificate.
Mr. P asked, is the requirement for a swimming certificate a mandatory condition for considering completing the primary school program? Will students without a swimming certificate be affected by considering completing the primary school program and going to 6th grade?
Regarding this issue, the Ministry of Education and Training answers as follows:
The consideration of completing the primary school general education program is regulated in Article 11 of Circular No. 27/2020/TT-BGDĐT. In the primary school general education program, there is no requirement for swimming certificates.
After completing the primary school program, students are considered for admission according to regulations to participate in studying at the secondary school level, now a compulsory level.
