Teachers in many localities are carrying out procedures to consider promotion of professional titles according to current regulations. However, there are still many questions about the time to keep the rankings, especially the equivalent time to keep the rankings.
Recently, the Ministry of Education and Training has also received many opinions from teachers requesting answers related to regulations on promotion of professional titles.
In which, there are teachers who asked about the time to appoint the professional title of Grade II Secondary School Teacher as follows: From December 2016 to November 2023 (6 years and 11 months), appointed teachers are appointed to the professional title of Grade 2 secondary school teacher. From November 1, 2023 to present, he has been appointed to the new professional title of Grade 2 secondary school teacher.
"The total time I have held the current professional title and equivalent is 11 years and 11 months. According to Decree No. 85/2023/ND-CP (Clause 16, Article 1): "In case of calculating the equivalent time, there must be a time holding a professional title of the level lower than the professional title considered for consideration at least 12 months from the date of expiration of the application for registration for consideration of promotion. So am I eligible for the time to apply for promotion to Grade I with the code V.07.07.30 at this time?" - a teacher in Lao Cai asked.
Regarding this issue, on February 18, the Ministry of Education and Training responded.
The Ministry of Education and Training said that it has issued Circular No. 13/2024/TT-BGDDT dated October 30, 2024 stipulating standards and conditions for considering promotion of professional titles of preschool teachers, public primary schools and university reserve teachers (effective from December 15, 2024). The standards and conditions for considering promotion to the professional title of Grade I Secondary School Teacher (code V.07.30.) are stipulated in Article 8 of Circular No. 13/2024/TT-BGDDT.
In particular, there is a regulation on the requirement for the duration of holding the professional title of Grade II Secondary School Teacher (including the duration of holding the equivalent rank) as prescribed in Clause 7, Article 3 of Circular No. 08/2023/TT-BGDDT.
In which: "A civil servant taking the exam or being considered for promotion to the professional title of junior high school teacher grade I (code V.07.30.30) must have held the professional title of junior high school teacher grade II (code V.07.07.30.31) or equivalent for 06 (six) years or more up to the deadline for submitting the application for registration or being considered for promotion".
In addition, according to the provisions of Clause 2, Article 10 of Circular No. 03/2021/TT-BGDDT, which has been amended and supplemented in Clause 10, Article 3 of Circular No. 08/2023/TT-BGDDT, the time for teachers holding the professional title of Grade II Secondary School Teacher (code V.07.04.11) or holding the title of Senior Secondary School Teacher (code 15a.201) is determined to be equivalent to the time holding the professional title of Grade II Secondary School Teacher (code V.07.04.31).
