The Ministry of Education and Training (MOET) has issued Circular No. 29 regulating extra teaching and learning with many new points, clearly stipulating which extra teaching and learning activities are in accordance with regulations; which activities are not correct for authorities at all levels, organizations, individuals and the whole society to participate in monitoring, inspecting and inspecting during the implementation process.
After the circular took effect, many teachers were concerned about their income reduction. Meanwhile, parents also complained when schools simultaneously announced the suspension of extra classes in the afternoon at school.
On February 18, Deputy Minister of Education and Training Pham Ngoc Thuong had a number of discussions on the management of extra teaching and learning.
Deputy Minister Pham Ngoc Thuong said that when extra teaching and learning appear, there are some negative factors, many good teachers also have to endure damage and damage, so the new regulation also aims to "protect the dignity of the teaching profession". It is necessary to raise teachers' awareness of self-respect and self-respect to say "no" to extra teaching that is not in accordance with regulations.
After the new circular on tutoring and extra learning took effect, there were also tricks to "circumvent" regulations. The Circular prohibits teaching additional cultural subjects to primary school students, then teachers change the names of the subjects. For example, instead of teaching extra Math, Literature, English, teachers organize classes called: Training logical thinking skills, language thinking skills or literacy classes...
Faced with these realities, to better manage extra teaching and learning, Deputy Minister Pham Ngoc Thuong proposed a number of solutions.
First, the Ministry of Education and Training will issue specific regulations to manage extra teaching and learning.
Second, regarding professional solutions, the Ministry will improve the capacity and teaching methods of teachers, the responsibility of teachers; promote the self-study capacity of students; innovate inspection and assessment work (inspection, assessment, admission exams must be consistent with the content and requirements of the 2018 General Education Program; do not create topics outside the program content to ensure that students study according to the program, do not need to take extra classes but will pass the exams and admissions); strengthen the connection between general education and higher education.
Third, solutions to strengthen facilities and schools: There should be enough schools to ensure fairness in students' access to education; increase the number of schools and classes taught in 2 sessions/day.
Fourth, solutions to strengthen inspection and supervision: Strengthen inspection and examination work of state management agencies at both central and local levels in complying with regulations on management of extra teaching and learning; strengthen supervision of parents and the whole society for this activity.
Fifth, communication solutions: Strengthen information and propaganda to raise teachers' self-respect to say "no" to tutoring that is not in accordance with regulations; mobilize parents to agree and support solutions to manage tutoring and tutoring activities to ensure the rights and comprehensive development of students.
In addition, to ensure the lives of teachers, in recent times, the Ministry of Education and Training has issued many recommendations and is continuing to advise on policies for teachers, in which the draft Law on Teachers, if approved by the National Assembly in the coming time, will bring positive treatment policies for teachers.
