According to Clause 3, Article 6 of the Regulations on university and college training under the credit system issued with Decision No. 17/VBHN-BGD&DT dated May 15, 2014 of the Ministry of Education and Training, subjects entitled to priority policies as prescribed in the Regulations on university and college admissions under the regular system are not limited in terms of maximum time to complete the program.

Ms. Tran Hoa (Hue City) asked: Students who enrolled before 2021, credit institutions are eligible for priority policies (for example, ethnic minority students), have not graduated because they have not accumulated enough tuition and volume of the training program or the average score of the entire course has not reached 2.00 or more but have long-term leave without permission, without reason, and have not returned to school for many years, will they be subject to disciplinary action of forced dropping out of school according to Circular No. 10/2016/TT-BGDDT?

According to the provisions of Point d, Clause 1, Article 9 of Circular No. 10/2016/TT-BGDDT dated April 5, 2016 of the Minister of Education and Training promulgating the Regulations on student work for full-time university training programs: The form of forced dropping out of school is applied to students who are suspended from school but continue to violate discipline or violate for the first time but have particularly serious nature and level of violation, causing negative impacts on higher education institutions and society; violating the law and being imprisoned.
For the above violation of students, according to the provisions of Clause 3, Article 9, the violation content is in order No. 1 of the Appendix attached to Circular No. 10/2016/TTBGDDT; the form of handling and the handling framework are specifically regulated by the school; depending on the nature, form, extent, and number of violations, the school decides to apply specific disciplinary measures to students.
