On the morning of June 11, the National Assembly discussed in groups the arrangement of provincial-level administrative units in 2025.
Speaking, Politburo member and Permanent Deputy Prime Minister Nguyen Hoa Binh said that the arrangement of provincial-level local governments is a revolution in the apparatus, organization and personnel.
Up to now, we have traveled a long distance and received great support from the people. The results of the consultation of local people and authorities have reached 100% in many localities, with a large majority of 98-99%.
"People see here the positive side of reducing the intermediate level by 1, the organizational apparatus is more reasonable and creating a strong enough economic development space, with a strong combination of regions, both mountainous and coastal areas," the Permanent Deputy Prime Minister emphasized.
He gave an example of the merger of Binh Duong, Ba Ria - Vung Tau with Ho Chi Minh City, which will create space and extremely strong economic potential that can be compared to Shanghai (China).
Regarding some issues of concern to National Assembly deputies, the First Deputy Prime Minister mentioned the effectiveness of the Resolution on the arrangement of provincial-level administrative units.
The National Assembly hopes that after passing the resolution, it will take effect immediately, but according to the Permanent Deputy Prime Minister, if the new apparatus is put into operation immediately, it may not be possible.
According to the direction of the Politburo and the Government, on June 30, all provinces will simultaneously announce new administrative boundaries of provinces, communes and a new leadership apparatus for both the Party and the government.
On the morning of June 30, all localities announced the positions at the provincial and commune levels and the next day (July 1), the new apparatus of the two-level government began operation.

Regarding the policy for cadres, the Permanent Deputy Prime Minister said that it is very good, but the implementation of the policy must be accompanied by mobilization work and political and ideological work so that cadres can also be happy when they retire, giving opportunities to younger people. The Government leader noted that "the money is not everything".
Hoping for a common policy and saying that it will study to get opinions, the Permanent Deputy Prime Minister said that this depends on the conditions and financial potential of each locality.
The arrangement of accommodation for cadres after the merger, according to the Permanent Deputy Prime Minister, is a very noteworthy story.
After the merger, it is not necessary to immediately "show off the entire belt" of cadres from the old province to the new province, but still allow a part to stay to guide the local government to resolve the story of the commune government when it was not initially able to operate smoothly, resolve backlog projects or grasp the population situation.
The Permanent Deputy Prime Minister emphasized that there needs to be a roadmap for the apparatus to operate smoothly.
Sharing the story when many cadres are concerned, the Permanent Deputy Prime Minister said that there cannot be any policy that immediately meets 100% of demand, always there are people who agree, some who do not.
"Now that the two permanent heads are both heads of the organizing committee, to continue working, there must be one head to the deputy head, there cannot be 2 heads of the organizing committee, 2 heads of the inspection committee or 2 department directors, so the staff's thoughts are always affected.
But the spirit is to sacrifice and put the common interest first, and if we want everyone to be happy, we both have to be the director, then we will be happy, the Permanent Deputy Prime Minister cited.
