The Ministry of Education and Training has just issued a new Circular on rewarding and disciplining students, effective from October 31, in which the suspension form and the highest disciplinary level for students who violate discipline are abolished, which is only the writing of a self-criticism, with confirmation and commitment from the family.
Mr. Hoang Duc Minh, Director of the Student Department - Ministry of Education and Training, said that currently, in the spirit of educational innovation, taking students as the center, schools are aiming to build safe, healthy and friendly schools.
In that spirit, disciplinary measures in the new context are considered educational measures, aiming to remove previous sanctions and shift to a focus on education to regulate behavior.

"This ensures that students who violate discipline recognize their limitations and mistakes and have a plan to practice, overcome mistakes, and adjust their behavior to develop themselves better" - Mr. Minh said.
The new circular of the Ministry of Education and Training emphasizes "discipline for education, not punishment". Mr. Minh affirmed that this shows humanity but does not reduce the measures for students to strive to implement in their studies and training. Because in addition to disciplinary measures, at different levels and ages, there are many support activities in the disciplinary process, including requests for students to correct their behavior.
"Those things depend on the characteristics of each school and the age characteristics of students for teachers and schools to decide in the process of educating students during the disciplinary period" - Mr. Minh said.
In response to many concerns that replacing suspension with a review not ensuring enough deterrence and helping students change their behavior, Mr. Minh explained that writing a review here is not only about the student personally recognizing his or her shortcomings to write, but the review now must have confirmation and commitment from parents.
That commitment is to demonstrate increased responsibility of students' families and schools in education, helping students overcome their behavior. These are also measures that make students feel the need to try so as not to affect their families, not to affect their schools, and also create pressure for students to perform well their duties in the process of overcoming their behavior.
For students who repeatedly repeat the offense or seriously violate the law, the Director of the Student Department said that the school not only has one measure, but also mobilizes forces in the school, family and society to join hands in education. Activities that require students to overcome need to be increased to make students clearly see their shortcomings
"Students are considered citizens, so if their violent behavior leads to law violations or other dangerous behaviors, students will also have to suffer penalties from authorities when implementing those laws" - Mr. Minh said.
