The Minister of Education and Training (MOET) has just sent a telegram to provinces and cities from Lam Dong and above on proactively responding to storm No. 9 (Ragasa).
According to the National Center for Hydro-Meteorological Forecasting, as of 1:00 p.m. on September 21, the center of Typhoon Ragasa was located about 430km east of Lu-Dong Island (Philippines).
The strongest wind near the storm center is level 14-15 (150-183km/h), gusting over level 17. It is forecasted that storm No. 9 will move in the West Northwest direction, traveling about 15-20km per hour, in the next 24 hours, continuing to move in the West Northwest direction and likely to strengthen, by 1:00 p.m. on September 22 from Lu Dong Island (Philippines) about 120km to the North with the intensity increasing to super typhoon level, level 16-17, gusting above level 17.

This is an extremely strong storm, with complex developments and is likely to directly affect most provinces and cities across the country. Heavy rain caused by storms causes a very high risk of flash floods, landslides and widespread flooding, especially in areas with steep terrain and weak soil. To proactively respond, minimize damage and ensure safety for people and property in the education sector, the Minister of Education and Training requested that directors of the Department of Education and Training of provinces and cities from Lam Dong and above strictly implement the following contents:
Closely monitor the developments of storms and floods, maintain regular contact with authorities and local rescue forces to promptly respond in case of incidents;
Develop plans to ensure the safety of students, teachers and educational managers; prepare online learning plans, temporarily postpone school schedules during complicated storms and floods;
Review, inspect and strengthen school facilities, especially at small schools in remote areas, where there is a high risk of landslides or flooding. Relocate assets, machinery, equipment, tables, chairs, and documents to safe places to minimize damage, damage, and loss;
Ready to receive people to take shelter from storms and floods in schools when safety is ensured. Urgently overcome the damage; clean up and sanitize schools/classrooms immediately after storms to ensure safety, cleanliness, and disease prevention;
