Hanoi voters requested the Ministry of Construction to promptly approve the adjustment of the Noi Bai International Airport Planning according to the plan approved by the Prime Minister in Decision No. 655/QD-TTg dated July 16, 2024 so that people can feel secure, stabilize their lives, and develop the socio-economy in the area.
Regarding the content of the above voters' petition, the Ministry of Construction responded as follows:
Implementing Decision No. 655/QD-TTg dated July 16, 2024 of the Prime Minister promulgating the Plan to implement the Master Plan for the development of the national airport system for the period 2021-2030, with a vision to 2050, the Ministry of Construction has approved the task of establishing the Noi Bai International Airport Planning for the period 2021-2030, with a vision to 2050 in Decision No. 1958/QD-BXD dated November 6, 2025 and assigned specialized agencies to organize the planning for the period 2025-2026.
Due to the importance of Noi Bai International Airport, while the land fund is limited, the Ministry of Construction has assigned units (Vietnam Aviation Authority, Vietnam Airports Corporation) to study the plan to select an international consulting unit to implement the planning of Noi Bai International Airport to ensure optimal land fund and exploitation efficiency, meeting the socio-economic development needs of the capital region.
During the implementation process, it is recommended that the Hanoi People's Committee direct relevant agencies and units to coordinate and support the Planning Agency (Vietnam Airlines Administration) to develop and complete the planning dossier as a basis for implementing procedures for submission, appraisal and approval according to regulations.
