Ms. Do Thi Thanh Thu (Hanoi) is working at a high school, admitted in December 2023.
She has a master's degree in the right major since 2016, and is exempted from probation because she has paid insurance in accordance with regulations for more than 12 months. However, she said that her salary was only classified as a university salary coefficient of 2.34.

Ms. Thu asked, what salary coefficient is assigned to teachers with a master's degree in high school teaching?
The Ministry of Education and Training responds to this issue as follows:
The salary classification for cases where before recruitment and acceptance, there was a working period in accordance with the provisions of law, with compulsory social insurance contributions, is implemented according to the provisions of Article 4 of Circular No. 05/2024/TT-BNV dated June 27, 2024 of the Minister of Home Affairs stipulating standards and conditions for considering promotion to grade II and grade I for administrative staff, clerical staff, and archival staff; salary classification for those who are recruited and accepted as civil servants.
The salary arrangement for Ms. Do Thi Thanh Thu's case is implemented according to Point a, Clause 3, Article 4 of Circular No. 05/2024/TT-BNV as follows:
"Based on the total salary period with compulsory social insurance contributions (if there is an unconistent period but not yet receiving a one-time social insurance regime, it will be accumulated) minus the probationary period calculated according to the regulations of the assigned professional title when recruiting or receiving, the remaining period will be used as the basis for salary classification in the recruited and received professional title as follows: Calculated from level 1 of the professional title of civil servants appointed when recruiting or receiving, after each period of 3 years (full 36 months) for cases appointed to the position of civil servants with salary classification A0, type A1 or after each period of 2 years (full 24 months) for cases appointed to the position of civil servants with salary classification B, they will be increased to 1 salary level.
After converting the time to be classified as salary level in the professional title appointed at the recruitment and receipt of the above, if there are months that are less than 36 months (for civil servants with salary classification of type A0, type A1) or less than 24 months (for civil servants with salary classification of type B), this number of months will be counted in the time to consider raising the salary level for the next time or considering receiving seniority allowances beyond the framework (if any) in the appointed position when recruiting and receiving".
The Ministry of Education and Training requests Ms. Do Thi Thanh Thu to provide documents proving that she previously paid social insurance during her work process so that the competent authority can guide her in salary arrangement.
