"Training institutions will soon announce admission methods from 2026 in October 2025. Issued an application for enrollment in 2027 (as soon as possible). Issue regional priority policies for candidates in the context of merging provinces" - the Ministry's report stated.
The Ministry of Education and Training believes that in the first phase, the general admission support system will operate stably, overcoming many shortcomings of previous years.
The number of candidates registered to take the exam is up to 852,000 with 7.6 million wishes for more than 4,000 majors and training programs of more than 500 universities and colleges nationwide.
The problems of organizing early admission and dividing quotas between admission methods and combinations have been overcome.
In the 74 majors with benchmarks based on high school graduation exam scores from 28/30 or higher, there are 50 pedagogical majors and 17 majors of key engineering, strategic technology (computing science, artificial intelligence, semiconductor microchips, control and automation, etc.).
However, the Ministry of Education and Training said that there are still many limitations that need to be overcome. Some training institutions still allow errors and slow handling to cause anxiety and frustration for candidates and their families: in the 2025 general admission round, 14 out of more than 500 admission points of higher education institutions had errors at a level that significantly affected the admission results of candidates.
The Ministry determined that the causes of these errors were clearly identified in a timely manner, mainly in 3 groups: Subjective psychology of some universities, the school's technical staff had errors in the candidate's input data; not fully understanding and properly implementing the Admissions Regulations, leading to errors in announcing and establishing admission conditions and criteria (corrugation of admission subjects, entrance thresholds, secondary criteria, etc.).
Many training institutions apply admission methods and admission combinations for the same major but do not ensure the ability to evaluate the learners' abilities equally: Due to using many methods that do not evaluate the same group of learners' abilities, training institutions have difficulty in having to come up with a conversion rule equivalent to the admission scores, there is confusion when implementing it by some universities. Some training institutions abuse forms of bonus points and priority points, leading to some majors having very high standard scores that are unreasonably high.
Also this morning, the Ministry of Education and Training gave its opinion on two issues, eliminating admission based on transcripts and reducing the number of applications, applicable from 2026.
Specifically, the Ministry of Education and Training solicited opinions from representatives of schools on whether to remove or retain admission based on transcripts.
