According to Decree No. 81/2021/ND-CP dated August 27, 2021 of the Government, the tuition fee for public universities is based on a roadmap to ensure the cost of education and training services. The State sets a tuition ceiling for tuition by industry and for each school year, schools are not allowed to exceed. For programs that have been quality-assessed, universities are allowed to determine tuition fees themselves.
In the 2025 - 2026 school year, many schools said they will increase tuition fees annually, generally at 8-15% compared to the previous school year.
In the context of schools increasing tuition fees simultaneously, many people are interested in policies to exempt, reduce, and give tuition incentives.
In which, there is a question from Mr. Nguyen Huu Quan (Hanoi) as follows: "In cases where students majoring in Marxism - Linin, Ho Chi Minh Thought and students who are children of war invalids are exempted from 100% of tuition fees and are forced to drop out of school, do they need to be compensated for training costs or not? ".
Responding to Mr. Quan's question on the Government's Electronic Information Portal, the Ministry of Education and Training said: Decree No. 81/2021/ND-CP dated August 27, 2021 of the Government on the mechanism for collecting and managing tuition fees for educational institutions in the national education system and policies on tuition exemption and reduction, support for study costs; service prices in the field of education and training do not stipulate the mechanism for compensation for training costs for cases of students who are receiving tuition exemption and are forced to drop out of school.
Therefore, in the case of students majoring in Marxism-Leninism; Ho Chi Minh Thought and children of war invalids who are exempted from 100% of tuition fees, when they drop out of school, they do not have to compensate for training costs.
