Issues surrounding emulation and promotion are always receiving attention from readers. Including Ms. N.N.Y.L.
Reflecting to the Ministry of Education and Training, Ms. Y.L said that through the process of implementing Circular 02/2021/TT-BGDDT and Circular 08/2023/TT-BGDDT, there is a major inadequacy causing injustice for subject teachers (art, informatics, physical education, music, English...) as follows:
Regarding emulation ranking: Currently, the criteria for achieving excellent task completion in primary schools are mostly associated with the achievements of the homeroom class.
Subject teachers, even though they teach well, are responsible, participate in all levels of movements, but do not be homeroom teachers, so they are almost never ranked as excellent for the following reasons:
Taking rankings from top to bottom, homeroom teachers are always in the top list of teachers who excellently complete their tasks.
Meanwhile, subject teachers are very active in participating in movements proposed by superiors, but due to the specificity of not being class monitors, emulation points are always at the bottom of the list.
Consequences for the title of emulation soldier: due to not achieving excellent standards, subject teachers cannot achieve the title of grassroots emulation soldier, leading to never being eligible to achieve provincial-level emulation soldier or certificates of merit at all levels.
Congestion in professional promotion: According to point h, clause 4, Article 4 of Circular 02/2021/TT-BGDDT, to be promoted to rank II, there must be the above-mentioned emulation titles.
This regulation is inadvertently "taking away" the promotion opportunity of the majority of subject teachers, even though we still fully meet other professional standards" - Ms. Y.L said and proposed that the Ministry of Education and Training have a document guiding localities to develop a set of separate, fair evaluation criteria for subject teachers; and at the same time relax or replace the emulating soldier standard with evidence of actual professional capacity when considering promotion to grade II.
Answering this question, the Ministry of Education and Training said that the regulations on professional title standards in Circular No. 02/2021/TT-BGDDT have been amended and supplemented in Circular No. 08/2023/TT-BGDDT, regulations on standards and conditions for considering promotion to professional titles for primary school teachers in Circular No. 13/2024/TT-BGDDT do not distinguish between homeroom teachers or non-homeroom teachers, do not distinguish between teachers who teach all subjects or teachers who teach cultural subjects or teachers who teach specialized subjects at the primary level.
Clause 1, Article 23 of Decree No. 90/2020/ND-CP has been amended and supplemented in Clause 3, Article 1 of Decree 48/2023/ND-CP stipulating: "Based on the regulations of competent agencies managing cadres, civil servants, and public employees on quality assessment and classification, agencies, organizations, and units using cadres, civil servants, and public employees shall issue assessment regulations suitable to the specific characteristics of their agencies, organizations, and units.

The content of the regulations must clearly define the specific product associated with each job position, the criteria for evaluating quality and efficiency, the time of evaluation by quarter, month or week (if any); the basis for determining the percentage of work completion level; component criteria for evaluating and classifying the quality of cadres, civil servants, and public employees, including taking into account the proportion of the workload of cadres, civil servants, and public employees that has been performed compared to the common workload of agencies, organizations, and units; encourage the application of information technology to evaluate and classify the quality of cadres, civil servants, and public employees, ensuring compliance with the provisions of this Decree.
Thus, the educational institution where Ms. Y.L is working must issue an assessment regulation that meets the requirements for the above content.
The Ministry of Education and Training requests citizens to directly propose to the principal to build and complete the evaluation regulations of educational institutions to ensure that the evaluation is appropriate for each job position, ensuring objectivity, fairness, and accuracy according to the provisions of law.
