Minister of Education and Training (MOET) Nguyen Kim Son shared about the outstanding results of the education sector in the XIII Congress term, along with key tasks and solutions in the coming time.

Early completion of many goals of the 13th Congress Resolution in the field of education and training
Looking back at the 5-year term of implementing the Resolution of the 13th National Party Congress, the Minister affirmed that this is a period to continue to strongly implement the fundamental and comprehensive innovation of education and training in the spirit of Resolution No. 29-NQ/TW, dated November 4, 2013 of the Party Central Committee.
The entire Department of Education and Training has completed the implementation of the 2018 General Education Program from grades 1 to 12 according to the roadmap.
The results of general education achieved are clearly marked in terms of both the quality of mass education and spearhead education. For many consecutive years, Vietnam has been in the group of 10 countries with the best results in the Olympics in Mathematics, Physics, Chemistry, Biology and Informatics around the world.

The network of higher education institutions is constantly expanding in scale, industry structure and improving training quality. Many Vietnamese higher education institutions are present in international rankings, including the group of 1,000 and even the group of 500 leading universities in the world and Asia. Regarding education infrastructure, in the past 5 years, facilities serving education from preschool, general education to higher education have continued to be invested in. The proportion of solidified schools has increased significantly. By December 2025, the proportion of solidified schools reached nearly 90% (at the beginning of the term, this rate reached over 75%).
This result reflects the common efforts of the whole society in mobilizing and prioritizing resources for education and training, including resources from the State, society and people" - the Minister said.
During the COVID-19 pandemic, the entire sector promptly converted the form of organizing direct teaching to online learning, contributing to limiting the negative impacts of the pandemic. The process of responding to the epidemic also created an important boost to promote digital transformation in the Education sector. Electronic lecture systems, digital learning materials, open learning materials and online training methods continue to be developed and expanded, creating a foundation for education innovation in the next period.
Since 2022, the high school student database has allowed the registration for the high school graduation exam and university admission to be carried out entirely on digital platforms, online,... Higher education institutions have also promoted the application of artificial intelligence in teaching, managing and building smart school models.
Promoting digital transformation, building databases and initially applying artificial intelligence (AI) in teaching and learning can be considered bright spots, demonstrating the pioneering role of the Education sector in the process of modernization and improving the quality of education and training" - the Minister emphasized.
In the past 5 years, the teaching staff has developed in both scale, structure and quality. Many incentive and remuneration policies have been issued, contributing to increasing the teaching staff, strengthening the attachment of teachers to the profession, etc.
Starting many tasks early, not waiting until after the Congress
Right in 2025, the Ministry of Education and Training submitted to the National Assembly for consideration four important draft laws, including: the Law on Teachers; the Law amending and supplementing a number of articles of the Law on Education; the Law on Higher Education (amended) and the Law on Vocational Education (amended).
The Ministry also advised the Government to submit to the National Assembly for promulgation a number of important resolutions, including: Resolution on universalizing preschool education for children from 3 to 5 years old; Resolution on tuition fee exemption and support for preschool children, general education students, and people studying general education programs in educational institutions under the national education system; Resolution on the policy of investing in the National Target Program for modernization and improving the quality of education and training in the period 2026 - 2035; Resolution on a number of specific and outstanding mechanisms and policies to breakthrough education and training development...
In the immediate future, the Ministry of Education and Training will continue to focus on issuing guiding documents for law enforcement, sub-law documents, to ensure that laws and resolutions soon come into life, creating strong and substantial changes for education and training.
Implementing the Resolution with a new spirit, determination and very high will.
According to the Minister, in the coming time, implementing the Resolution of the 14th National Congress and Resolution No. 71-NQ/TW will have a lot to do. In which, the task set first and foremost and fundamentally meaningful is to innovate thinking and awareness about education and training.
In addition, the preparation and mobilization of resources, especially financial resources and facilities, is identified as an important task.
The Education sector is actively implementing the National Assembly's Resolution on the policy of investing in the National Target Program for modernization and improving the quality of education and training in the period 2026 - 2035" - the Minister said.
In addition, modernizing research facilities is a focus of the National Target Program, contributing to improving the quality of training and scientific research.
According to the spirit of Resolution No. 71-NQ/TW, the Ministry of Education and Training has also included many tasks in the 5-year Work Plan.
For preschool education, the sector will focus on completing and implementing the new Preschool Education Program in parallel and synchronously with the implementation of universal preschool education for children from 3 to 5 years old.
In addition, a very important task being actively implemented by the Education sector is to gradually make English a second language in schools.
In the next 5 years, the Education sector will also continue to promote digital transformation; build and complete the industry database system; develop open learning materials, shared learning materials. At the same time, building and implementing strategies on artificial intelligence (AI), applying AI in education in a controlled, safe and effective direction is also a new requirement, both opening up many opportunities and posing many challenges.
Along with that, investment in building a school system in border communes is being implemented to narrow the gap in education, which is also being implemented by the Education sector.
Stepping into 2026, the first year of implementing the Resolution of the 14th Party Congress, the Minister said that the tasks and solutions of Resolution 71-NQ/TW continue to be concretized through the completion of the system of sub-law documents, organizing training and guidance to ensure uniform implementation as soon as the laws take effect; and at the same time rearranging the network of higher education and vocational education institutions as well as the network of preschool and general education institutions associated with innovation in governance and organization of the education system in a streamlined and effective direction.
All solutions on institutions, financial mechanisms, innovation of management methods and organization of the education system, when implemented synchronously, will create substantive breakthroughs, opening up a new acceleration for the development of education and training in the coming period, serving the country's sustainable development goals" - the Minister affirmed.
