Reducing focal points but not affecting students' learning rights
According to the plan, the education sector of Ca Mau province aims to reduce at least 30% of public educational institution headquarters compared to July 1, 2025. The arrangement is associated with streamlining management headquarters, restructuring staff in the direction of reducing management staff and increasing direct teaching staff.
Ca Mau Department of Education and Training requires that the reorganisation of the school network must take the quality of education and management efficiency as a consistent goal, not implement it mechanically just to reduce the number of focal points.
At the same time, the implementation process must ensure the learning rights of students, and not create barriers to geographical distance or learning costs, especially in remote areas and areas with difficult socio-economic conditions.

According to the guidance, the arrangement is carried out according to 2 models, including: a large-scale single-level school with school sites and a large-scale multi-level general education school. School sites are still maintained to facilitate students, mainly implementing the rearrangement of management staff, staff and arranging suitable teachers.
For satellite school sites that do not meet the conditions of facilities, the locality will gradually dissolve them to form boarding schools at the main school site when conditions are met.
The Department of Education and Training also noted not to merge kindergartens with general schools, not to merge general schools with educational centers; prioritize reorganizing educational institutions of the same level or inter-level with close geographical locations.
According to the plan, each commune-level administrative unit must have at least 1 preschool, primary, secondary school or multi-level school. Along with that, localities develop plans to arrange and handle redundant management officials and staff through transfer, rotation or settlement of regimes according to regulations.
Mr. Tran Van Huynh - a parent whose child entered 6th grade in Bac Lieu - worried: "I strongly support the merger of schools, but secondary schools have different quality. I have submitted applications for my child to Vo Thi Sau High School, now I don't know what to do.
The Vice Principal of Tran Huynh Secondary School said that it is not yet known whether the school will merge or not because the authority belongs to Bac Lieu Ward People's Committee. This person said he strongly supports it, but the arrangement time is too close to the opening day, so there are some difficulties.
15 affiliated units expected to be rearranged
According to the expected plan, the Department of Education and Training will reorganize 15 affiliated educational institutions through merger or consolidation, while maintaining the status quo for the remaining 12 units.
In the high school block, many schools are proposed to be organized according to the inter-level model after merging with secondary schools in the same area. Accordingly, Bac Lieu High School merges with Long Thanh Secondary School; Hiep Thanh High School merges with Nguyen Hue Secondary School; Tan Phong High School merges with Tan Hiep Secondary School to form new secondary and high schools.
In addition, Ly Van Lam Secondary and High School is expected to receive Nguyen Viet Khai High School; Thai Thanh Hoa Secondary and High School will receive Tan Duc Secondary and High School.
For high schools, the plan also proposes to merge Ninh Quoi High School into Ngan Dua High School; Ninh Thanh Loi High School into Tran Van Bay High School; Nguyen Trung Truc High School into Gia Rai High School; Dinh Thanh High School into Tac Van High School; Huynh Phi Hung High School into Tran Van Thoi High School; Khanh Lam High School into U Minh High School.

Mr. Nguyen Van Minh (Bac Lieu ward) said that in terms of viewpoint, he strongly supports the arrangement, but the education sector needs to review the merger of Bac Lieu High School with Long Thanh Secondary School because these 2 schools are too far away, 1 school in Bac Lieu ward, 1 school in Hoa Binh commune.
In the specialized education and continuing education blocks, Ca Mau Ethnic Minority Boarding School is expected to merge into Bac Lieu Ethnic Minority Boarding School; Ca Mau Continuing Education Center merges into Bac Lieu Continuing Education Center.
According to the Department of Education and Training, the reorganization of affiliated units aims to streamline management focal points, effectively use facilities, staff, teachers and improve the quality of education.
Previously, the Ministry of Education and Training also decided to merge 4 colleges in Ca Mau. Ca Mau province is urgently arranging cadres, staff, and facilities for the new Ca Mau College to officially operate this school year.
