On June 2, the People's Committee of Phu Tho province issued Decision No. 46/2025/QD-UBND regulating extra teaching and learning (DTHT) for general education and continuing education in and outside schools in the province.
According to regulations, DTHT in schools is not collected from students and is only for students who register to study extra classes for each subject such as:
Students with results in studying subjects at the end of the semester are not at the level they have achieved; students selected by the school to train excellent students; students in the final grade voluntarily register to review for entrance exams and graduation exams according to the school's education plan.
Students in this group register for extra classes according to the form; develop a plan to organize extra classes; arrange classes and timetables for extra classes; stipulate the public disclosure of the plan to organize extra classes and extra classes implemented according to Clauses 2, 3, 4, 5, Article 5 of Circular 29/2024/TT-BGDDT.
For extracurricular activities outside of school, organizations or individuals organizing extracurricular activities outside of school that collect money from students must fulfill the following requirements:
Register a business in accordance with the provisions of law. Having locations, facilities, classrooms, and teaching equipment to comply with regulations; complying with legal regulations on security, order, safety, environmental sanitation, and fire prevention and fighting. There are educational programs, teaching and learning materials, and plans for subject education to organize extra teaching in accordance with learners' abilities. There are regulations on organization and operation.
The duration and time of DTHT is suitable for the psychology of the age group, ensuring the health of students; do not teach extra classes on holidays and Tet regulations by the State. Direct and online DTHT formats.
At the same time, it must be made public on the Electronic Information Portal and posted at the location where the tutoring institution is headquartered on the subjects that are organized for tutoring; the duration of tutoring for each subject according to each grade; location, form, time of organizing DTHT; list of tutors and tuition fees before enrolling in DTHT classes according to the form.
The regulation also requires extra-curricular teachers to ensure good moral qualities; have professional capacity suitable for the subjects they teach. Teachers who are teaching at schools participating in extra teaching outside of school must report to the head of the school about the subject, location, form, and time of participation in extra teaching.
Regarding the management and use of funding for organizing DTHT, funding for organizing in schools uses state budget sources and other legal funding sources according to the provisions of law.
The level of tuition fees collected outside of school is agreed upon between parents and the extra-curricular institution.
The collection, management and use of tuition fees shall comply with the provisions of the law on finance, budget, assets, accounting, tax and other relevant regulations.
Encourage extra-curricular facilities to exempt or reduce extra-curricular tuition fees for children of policy families and families in difficult circumstances.
