2 accountants shoulder the burden of 13 old schools
On September 18, a working delegation of the Ministry of Education and Training (MOET) led by Standing Deputy Minister Pham Ngoc Thuong inspected the preparation, organization, deployment and implementation of tasks at the beginning of the 2026-2027 school year.
Ms. Chau Dinh Mai Phuong - Principal of Nha Trang Primary School - said that after the arrangement, Nha Trang Primary School became one of the large-scale schools with more than 10,500 students, 287 classes and nearly 600 management staff, teachers, and staff.
The school is supported by the local authorities, proactively regulating teachers between school sites, thereby overcoming the situation of local teacher surplus and shortage.
Full-time teachers such as Informatics, English, Fine Arts... are regulated appropriately between school sites. Some schools that previously lacked English teachers have now been supplemented, and students can learn Informatics without having to mobilize socialized resources as before.
Regarding semi-boarding work, it has been implemented according to regulations, building a unified menu at school sites. Parents and ward leaders can supervise and check daily meals; establish separate information pages for 13 branches, including links to update images of students' trays, helping local leaders to check directly.
However, the new scale also raises many issues in governance and organizational structure.
The school currently has 13 campuses but only 2 accountants. According to Ms. Phuong, the volume of work related to finance and budget at campuses is very large, requiring staff to work from morning to night.
Regarding Team work, the school currently has only one person in charge while it must cover 13 school sites. Teachers at branches must support Team work.
Professional teams currently have a scale of about 60-65 people/team, and need to have appropriate guidance on organizational structure and allowance regimes for team leaders and deputy team leaders in large-scale school models...
The activities of the parents' representative board in the new model are also issues raised by schools at the working session.
Students are still the center
At the working session, Mr. Thai Van Tai - Director of the Department of General Education, Ministry of Education and Training - said that there are currently 173 schools nationwide with a scale of over 100 classes, of which Khanh Hoa has 18 schools.
Only in Nha Trang ward, there are 3 schools with a large scale of more than 180 classes, of which Nha Trang Elementary School has more than 278 classes. Therefore, the volume of management and administration work is significantly larger than the normal school model.
Standing Deputy Minister Pham Ngoc Thuong acknowledged the opinions of localities and schools on the difficulties arising in the operation process after arrangement.
According to the Deputy Minister, the new model must both show determination to innovate and need to be implemented cautiously because it is directly related to education and people. In the process of implementation, many issues may not be fully predicted, so it is necessary to continue reviewing to promptly remove them.
The Deputy Minister noted that in this school year, schools and localities need to pay special attention to operational work, especially managing staff, working hours and educational activities, to prevent gaps in management.
This is the largest scale model nationwide today. It must be substantive, each student must be cared for, be the center no matter how large the school model is," the Deputy Minister emphasized.
According to the Deputy Minister, the goal of the arrangement is not only to change the organization but more importantly to allow students to enjoy the innovation process through the quality of education. Along with that, the rights and regimes and policies for officials, teachers, and staff must be fully guaranteed.
The renovation process must go into quality, not report achievements. One person working equal to two or three people must be recognized," Deputy Minister Pham Ngoc Thuong said.
