The Ministry of Education and Training has just issued Official Letter No. 7723/BGDDT-NGCBQLGD dated November 25, 2025 to the People's Committees of provinces/cities under the Central Government on reviewing the promotion of teachers' professional titles.
The document stated that, implementing the Law on Civil Servants and documents guiding the implementation of the Law on Civil Servants, since 2015, the Ministry of Education and Training has completed the issuance of documents guiding the codes, standards, appointment, and salary classification according to professional titles.
At the same time, stipulate standards, conditions, contents, and forms of exams/examinations for promotion of teachers' professional titles at all levels according to assigned authority, as a basis for localities to organize implementation.
However, through inspection work in localities and educational institutions as well as surveys and information gathering from report sources, the Ministry of Education and Training found some shortcomings in teacher promotion work such as: Some provinces according to the old administrative boundary division in the period of 2016-2025 have never organized teacher promotion; some provinces have developed a teacher promotion project for 2024-2025 but have not approved or have approved but have not implemented; some provinces have not organized promotion synchronously between school levels and between administrative units.
To ensure the rights of teachers who have contributed for a long time and met all the conditions and standards according to current regulations, the Ministry of Education and Training requests the People's Committees of the provinces to direct the implementation of reviewing the current status of teacher promotion work in the locality, reporting to the Ministry of Education and Training before November 30, 2025.
The Ministry also recommends that localities continue to organize the consideration of promotion of professional titles of public preschool and general education teachers in the province according to current regulations of law.
