On the evening of April 11, information from the Ministry of Education and Training (MOET) said that the Ministry has just issued Official Letter No. 1581/BGDDT-GDPT to the People's Committees of provinces and centrally run cities on ensuring the maintenance and improvement of the quality and efficiency of public educational institutions in administrative units when implementing the 2-level local government model.
Regarding implementation, in the document, the Ministry of Education and Training requested localities to keep educational units and transfer them to commune-level authorities to perform the function of State management of education for secondary, primary and preschool schools according to Conclusion No. 137-KL/TW dated March 28, 2025 of the Politburo and the Secretariat on the Project to reorganize and reorganize administrative units at all levels and build a model of organizing local government at 2 levels.
The Provincial People's Committee is responsible for directing specialized agencies to issue documents guiding the content of State management of education to be transferred by the district level to the provincial specialized agencies and the commune-level People's Committees when reorganizing the two-level local government, ensuring that administrative activities related to education operate normally, smoothly, continuously without interruption, and do not affect the normal operations of society, people and businesses.
In the official dispatch, the Ministry of Education and Training requested the provincial People's Committee to only review and determine the contents of the state management of the current education level that is implementing to adjust to the provincial level (Department of Education and Training) or the People's Committee of the commune.
The Ministry requires the Provincial People's Committee to ensure strong decentralization but not laxity; no omission, no interruption, no division of management content on expertise in education, conditions for ensuring education quality in the national education system.
Unify the implementation of State management of education for the sector's expertise; Recruitment, arrangement, mobilization, secondment, and development of teachers by provincial-level professional agencies throughout the province to implement general regulation and handle local teacher shortages.
During the implementation process in the locality, the Ministry of Education and Training recommends that the provincial People's Committees do not let gaps, overlaps or dispersations in management tasks, especially in key areas such as: professional direction, program content, team management, finance, school facilities, inspection and examination.
When implementing the decentralization of State management of education, it is necessary to ensure consistency with the orientation of the Laws that are being prepared by the Government to be submitted to the National Assembly for approval.
The Ministry of Education and Training noted that the provincial People's Committee shall assign Unit to manage the state in the field of education for any level of sufficient resources for facilities, finance and human resources to ensure maintenance and development of education; Clearly distinguishing between professional tasks (assigning the Department of Education and Training directly) and administrative tasks and localities (assigned the People's Committee of the commune to directly perform); associated with the mechanism of inspection, supervision, improving the quality and efficiency of education in the best conditions in the locality.
Earlier, on 7.4.2025, the Government had Resolution No. 74/NQ-CP promulgating the plan to arrange administrative units and build a model of two-level local government organizations. Accordingly, the Government assigns the Ministry of Education and Training to issue guidelines to ensure the maintenance, improve the quality and efficiency of the educational and training institutions at administrative units to organize and reorganize.
