According to statistics from Ha Bang Commune People's Committee, currently the whole commune has 16 public schools organized after implementing the two-level local government model from July 1, 2025, including 6 kindergartens, 5 primary schools and 5 secondary schools, with 295 groups, classes and 10,335 students.
According to the draft Project on arranging kindergartens, primary schools and secondary schools in the commune, after arranging, the whole commune will have 7 public schools, including: 2 kindergartens, 3 primary schools and 2 secondary schools, with 328 classes and 10,369 students.
According to the Project, the commune will complete the issuance of Decisions on arranging and reorganizing public educational institutions before August 6, 2026; announce and award Decisions after arrangement before August 10, 2026, ensuring conditions for schools to stabilize their organization and prepare well for the 2026-2027 new school year opening ceremony.
Regarding the plan to consolidate the Party organization in schools after arrangement, currently Ha Bang commune has 16 school Party cells with 386 party members.
The establishment of Party organizations after arrangement will be carried out according to the provisions of the Party Charter and the instructions of superiors; for units with 30 or more party members, a grassroots Party Committee will be established, and for units with fewer than 30 party members, a grassroots Party Cell will be established, unified according to the names of the new schools.
In Ung Hoa commune, currently the whole commune has 27 public educational institutions, including 9 kindergartens, 9 primary schools and 9 secondary schools with 332 classes, 9,650 students.
Leaders of the Culture and Social Department of Ung Hoa commune said that according to the expected plan, the number of public schools in the area will decrease from 27 to 6 schools, including 2 kindergartens, 2 primary schools and 2 secondary schools, corresponding to a reduction of 21 public non-business units.
The existing school sites are still maintained to facilitate students and parents in the learning process.
For the management staff, before the arrangement, there were 63 management staff, including 27 principals and 36 vice principals. After the arrangement, the number of management staff will decrease by 21 people; the arrangement and use of officials, teachers, and staff will be implemented according to job positions, ensuring full regimes and policies according to regulations.
According to the city's plan, before July 26, 2026, Ung Hoa Commune People's Committee will complete and send the Project on arranging and reorganizing public educational institutions under its management to the Department of Education and Training. After being approved, the locality will issue arrangement decisions according to its authority and complete it before August 10, 2026.
In Chuyen My commune, the arrangement is carried out on the principle of ensuring the right to education of students, maintaining stable teaching and learning activities, not reducing children's access to education; and at the same time ensuring publicity, transparency, and conformity with the actual conditions of the locality and the two-level local government model.
The arrangement is implemented according to 2 models. Model 1 - one-level multi-level school; model 2 - multi-level school (primary and secondary schools). After arrangement, there are expected to be 5 more schools in the area.
After completing the arrangement project, the commune will submit it to competent authorities for consideration and approval in July 2026.
