How to arrange salary for student counselors in general education institutions
The Minister of Education and Training issued Circular 11/2024/TT-BGDDT dated September 18, 2024 (effective from November 4, 2024) regulating codes, professional title standards and salary scales for student counselors in public general education institutions and specialized schools.
Accordingly, the salary arrangement for student counselors in public general education institutions and specialized schools is implemented as follows:
- Officials appointed to the professional title of student counselor as prescribed in Circular 11/2024/TT-BGDDT shall apply the salary table for officials in Table 3 (professional and technical salary table for officials and civil servants in State-owned enterprises) issued together with Decree 204/2004/ND-CP, specifically as follows:
+ The professional title of student counselor grade III (code V.07.07.24) is applied with the salary coefficient of type A1 officer, from salary coefficient 2.34 to salary coefficient 4.98;
+ The professional title of student counselor grade II (code V.07.07.23) is applied with the salary coefficient of type A2 officer (group A2.2), from salary coefficient 4.00 to salary coefficient 6.38;
+ The professional title of student counselor grade I (code V.07.07.22) is applied with the salary coefficient of type A2 officer (group A2.1), from salary coefficient 4.40 to salary coefficient 6.78.
Conditions for establishing independent children's groups from November 20, 2024
On October 5, 2024, the Government issued Decree 125/2024/ND-CP regulating conditions for investment and operation in the education sector, effective from November 20, 2024.
Accordingly, conditions for establishing independent nursery groups, independent kindergarten classes, independent public preschool classes or permission to establish independent nursery groups, independent kindergarten classes, independent private preschool classes (hereinafter collectively referred to as independent preschool educational facilities).
- Have a location, minimum facilities, equipment, toys and teaching equipment that meet the requirements of the preschool education program as prescribed by the Ministry of Education and Training.
- Have educational plans, documents, and learning materials that meet the requirements of the preschool education program as prescribed by the Ministry of Education and Training.
- Have a team of managers, teachers, staff and workers that ensures quantity and meets the standards prescribed by the Ministry of Education and Training to organize activities to nurture, care for and educate children to meet the requirements of the preschool education program.
- The size of groups and classes in independent preschools is according to regulations of the Ministry of Education and Training.
Amending regulations on joint training at university, master's and doctoral levels
Decree 124/2024/ND-CP also amends and supplements regulations on joint training at university, master's and doctoral levels.
Accordingly, the subjects of joint training at university, master's and doctoral levels include:
a) Higher education institutions are legally established and operate in Vietnam.
b) Higher education institutions established and legally operating abroad must satisfy the provisions of Clause 3, Article 45 of the Law on Higher Education (amended and supplemented in 2018).
Regarding training programs, Decree 124/2024/ND-CP clearly states: Foreign training programs implemented in Vietnam must ensure the following requirements:
- Is a training program of a foreign university, licensed by the competent authority of that country to train and grant degrees or has a valid quality accreditation certificate issued by a legal quality accreditation organization.
- No content that harms national defense, security, or public interests; no religious propaganda, no distortion of history; no negative impact on Vietnamese culture, ethics, or customs.
The Decree takes effect from November 20, 2024.
