On the morning of June 12, the Hanoi City People's Council of the XVII term, 2026-2031, opened the fourth session (specialized session) to consider important contents under its authority; including many contents to implement the Capital Law in 2026.
At the group discussion session, Chairman of the City People's Committee Vu Dai Thang said that the city will continue to increase the number of classes, add teachers and invest in more educational institutions in areas with rapid urbanization such as Gia Lam, Hoai Duc, Thanh Tri.
However, the city will not increase management focal points. Schools will be arranged in a streamlined direction, reducing focal points but still maintaining many training institutions, ensuring to meet the learning needs of the people and in line with the policy of streamlining staff.
Chairman of the City People's Committee Vu Dai Thang said that the resolutions to be issued will inherit the provisions of current law, and at the same time promote the specific mechanisms that the Central Government has allowed Hanoi to implement.
In early 2025, the city implemented Resolution 258 with many special mechanisms for large-scale projects. This Resolution allows the application of a number of separate policies in the process of investment preparation, investment policy decision, investment decision and especially support, compensation, and site clearance mechanisms.
Chairman of Hanoi People's Committee said that for some key projects such as the Olympic urban area and projects under the implementation list according to Resolution 258, the level of site clearance support can be applied according to a special mechanism. Therefore, there will be differences between projects of particular importance and ordinary projects.
According to Mr. Thang, these are projects with a large spillover effect on the socio-economic development of the Capital and the whole country. Therefore, in the process of implementing the Capital Law and resolutions of the City People's Council, it is necessary to maintain some separate mechanisms for projects under Resolution 258.
Also according to Mr. Vu Dai Thang, one of the important goals of these resolutions is to thoroughly handle long-standing problems in the city, especially cases of land allocation from before.
Through the Capital Law and resolutions of the City People's Council, Hanoi will definitively resolve cases related to service land, existing for many decades in many communes, involving thousands of households, especially in the former Ha Tay area.
There are issues arising from the 1980s that have not been resolved yet. When these existing problems are resolved, thousands of households will have their legitimate rights resolved, thereby creating social consensus and opening up economic development opportunities for localities" - Mr. Thang emphasized.
Regarding slow-progressing projects, especially projects related to land allocation and land lease, Hanoi Chairman said that the city is studying appropriate mechanisms to remove difficulties.
One content that many localities are interested in is the short-term land use for land areas that have been planned but have not yet implemented projects. According to Mr. Vu Dai Thang, there are currently quite a few land areas in the city. The city is proposing a mechanism to allow land allocation and short-term land lease to effectively exploit land funds while waiting for planning implementation.
The issue that needs to be further discussed is how long the short-term land use term should be extended, 5 years, 10 years or at a more appropriate level to both promote land use efficiency and ensure the correct implementation of planning" - Chairman of Hanoi People's Committee said.
For new economic models, circular economy, green transformation and environmental protection, the city is building many strong support mechanisms. According to the proposal, projects serving circular economy, emission reduction, and environmental protection can be supported up to 70% from city funds. This is a large level of support to attract investment in the field of green energy and sustainable development.
