Mr. Le Duong (HCMC) graduated from university with a major in English Language and has a certificate in high school pedagogy. Currently, Mr. Duong wants to apply for a teacher position. Mr. Duong asked: "Do I need to submit an additional C1 English certificate or any other certificate?"
The Ministry of Education and Training responded to this issue as follows:
One of the conditions for registering for civil servant recruitment as prescribed in Article 22 of the Law on Civil Servants is: "Having a diploma, training certificate, practice certificate or having aptitude and skills suitable for the job position".
Standards on training qualifications when recruiting high school teachers are implemented according to the provisions of Point a, Clause 3, Article 3 of Circular No. 04/2021/TT-BGDDT dated February 2, 2021 of the Minister of Education and Training stipulating codes, standards for professional titles and appointment, salary arrangement for teaching staff in public high schools. Specifically as follows:
"Have a bachelor's degree or higher in teacher training for high school teachers.
In case the subject does not have enough teachers with a bachelor's degree in teacher training, they must have a bachelor's degree in a relevant major and a certificate of pedagogical training for high school teachers according to the program issued by the Minister of Education and Training.
In addition to the training requirements for recruitment, the Ministry of Education and Training does not have regulations on foreign language and information technology certificates. However, the standards for professional competence require teachers to "have the ability to apply information technology in professional activities; have the ability to use foreign languages or ethnic minority languages according to job requirements".
Therefore, depending on each job position, the competent authority recruiting teachers may have more specific requirements regarding the ability to apply information technology and the ability to use foreign languages or ethnic minority languages.
