However, the bonus fund for civil servants according to Resolution 27-NQ/TW in 2018 has not been implemented yet. Therefore, teachers who are civil servants will not receive Tet bonuses.
At the same time, current legal regulations do not stipulate a "13th month" salary for teachers.
Thus, in current legal documents, there are no regulations on Lunar New Year or Solar New Year bonuses or "13th month" salary for teachers.
However, educational institutions can completely stipulate Tet support for teachers, the support amount is stipulated in the internal spending regulations of the unit according to the provisions of Decree No. 60/2021/ND-CP stipulating the financial autonomy mechanism of public service units.
Accordingly, the internal spending regulations of the unit may stipulate Tet support spending for cadres, teachers, and employees at the unit using surplus sources from revenue sources and budget sources (collective welfare spending) according to Article 22. Distribution of financial results in the year for public service units with regular expenditures guaranteed by the state budget (group 4 units).
A teacher working in Thanh Hoa province shared that currently, at schools, principals and accountants have developed internal spending regulations to support teachers and staff during the Lunar New Year. The amount depends on the budget source and the balance and allocation of the budget.
There are schools where teachers do not have any bonuses or extra income during Tet, Tet gifts are just tea packages and sweets from the Union. But there are also schools where the bonus is around 500,000 VND/person.
In the university sector, up to now, Ho Chi Minh City University of Industry and Trade is the first school to announce a Tet bonus of 25 million VND per person for all lecturers, staff and leaders. This bonus level is similar to last year.
With about 800 lecturers and staff, Ho Chi Minh City University of Industry and Trade plans to spend more than 20 billion VND. The school's Lunar New Year holiday will last 28 days, from January 20 to February 16, 2025 (ie December 21 to January 19).
