Mr. Nguyen Thach is a university lecturer, with a decision to appoint him to the professional title of Grade III Lecturer, code V.07.01.03 from 2016.
In November 2016, he received a certificate of pedagogical training for university and college lecturers issued by Can Tho University, studying under the training program in Circular No. 12/2013/TT-BGDDT dated April 12, 2013 on the pedagogical training program for lecturers in higher education institutions, including 20 credits.
Through referring to Circular No. 04/2022/TT-BGDDT and Circular No. 05/2024/TT-BGDDT regulating standards and conditions for considering promotion of professional titles of teaching staff in public universities and pedagogical colleges, for the criteria for training certificates according to the professional title standards of university lecturers, he will achieve.
Mr. Thach asked, can your certificate be considered for promotion to the professional title of Grade II Lecturer, code V.07.01.02? The agency requires the submission of additional training certificates according to the professional title standards of university lecturers.
Regarding this issue, the Ministry of Education and Training responded as follows:
Article 2 of Circular No. 04/2022/TT-BGDDT amending and supplementing a number of articles of Circular No. 40/2020/TT-BGDDT dated October 26, 2020 of the Minister of Education and Training stipulating codes, professional title standards, appointments and salary classification for teaching staff in public higher education institutions stipulates: "b) Having a training certificate according to the professional title standards of university lecturers".
At the same time, there are transitional regulations as follows:
"1. Officials who have been appointed to the professional title of teaching staff in public higher education institutions according to the provisions of law before the effective date of this Circular are determined to meet the regulations on the standards for professional titles of teaching staff in public higher education institutions prescribed in this Circular corresponding to the appointed professional title.
2. Officials who have a certificate of training according to the professional title standards of the teaching civil servant class in public higher education institutions as prescribed by law before June 30, 2022 are determined to meet the requirements for a certificate of training according to the professional title standards of university lecturers; at the same time, they are allowed to participate in exams or be considered for promotion of professional titles and do not have to study a training program according to the professional title standards of university lecturers as prescribed in this Circular".
Article 3 of Circular No. 05/2024/TT-BGDDT stipulates the standards and conditions for considering promotion of professional titles of teaching staff in public universities and pedagogical colleges, requiring civil servants to meet the standards on training, fostering and professional competence and skills of the professional title of Senior Lecturer (grade II), code V.07.01.02 as prescribed in Clause 2, Clause 3, Article 6 of Circular No. 40/2020/TT-BGDDT and amended and supplemented in Circular No. 04/2022/TT-BGDDT.
Therefore, Mr. Thach must have a training certificate according to the professional title standards of a university lecturer according to regulations.
The pedagogical training certificate for university and college lecturers cannot replace the training certificate according to the professional title standards of university lecturers.
