The Ministry of Education and Training (MOET) has just issued Official Letter 8268/BGDDT-NGCBQLGD to the People's Committees of provinces and centrally run cities, requesting to continue reviewing and implementing the appointment and promotion of teachers' professional titles.
No requirement for Grade III teachers to complete 9 years of university training
Guiding the standards and conditions for considering promotion of professional titles of teachers in preschools, general education, and continuing education institutions to ensure compliance with the provisions of Circular No. 13/2024/TT-BGDDT. In particular, note the following contents:
The determination of the equivalent holding period is implemented according to the provisions of Article 13 of Circular No. 13/2024/TT-BGDDT. Accordingly, the working process of primary and secondary school teachers of grade III and equivalent (including the period of labor contract according to regulations) is determined to be equivalent to the period of holding the professional title of primary and secondary school teacher of grade III without requiring 9 years to complete university training (Clause 2 and Clause 3, Article 13 of Circular No. 13/2024/TT-BGDDT).
In reality, job positions do not require foreign language or IT certificates, but do not require teachers to have foreign language or IT certificates
Teachers who have one of the training certificates according to the professional title standards of teachers according to the teaching level are determined to meet the requirements for training certificates according to the CDNN standards of teachers of the teaching level and are allowed to register for consideration for promotion to a higher rank (Clause 3, Article 5 of Circular No. 08/2023/TT-BGDDT), not requiring teachers to have additional training certificates according to the new professional title standards.
In case the actual job position does not require a foreign language or IT certificate, teachers are not required to have a foreign language or IT certificate.
In case of requirement to have a foreign language or IT certificate, note: In case a teacher has one of the following certificates and certificates specified in Clause 3, Article 9 of Decree No. 115/2020/ND-CP, which has been amended and supplemented in Clause 4, Article 1 of Decree No. 85/2023/ND-CP, it is determined to meet the standards on foreign language proficiency or use of ethnic minority languages of the professional title class registered for promotion consideration (Clause 1, Article 14 of Circular No. 13/2024/TT-BGDDT).
Specifically state the achievements in the professional activities of the sector as the basis for determining the successful candidates in the promotion exam as prescribed in Point a, Clause 2, Article 40 of Decree No. 115/2020/ND-CP amended and supplemented in Clause 20, Article 1 of Decree No. 85/2023/ND-CP (Clause 2, Article 14 of Circular No. 13/2024/TT-BGDDT).
For standards (including standards on the ability to apply information technology and use foreign languages in professional activities) that do not have evidence of being diplomatic, certificate, certificate, decision, certificate of merit, topic, project or product applied in education, teaching students and related documents, the proof is the record of assessment and comments on the ability to meet those standards of the professional group, department or equivalent and with confirmation from the head of the educational institution directly managing and using teachers (Clause 3, Article 14 of Circular No. 13/2024/TT-BGDDT).
Continue to review and organize promotion of professional titles for pedagogical college lecturers, teachers, and vocational education lecturers under the management authority in accordance with the actual conditions of the locality. The standards and conditions for considering promotion of professional titles of teachers and lecturers in vocational education are implemented according to Circular No. 07/2023/TT-BLDTBXH amended and supplemented in Circular No. 10/2024/TT-BLDTBXH. The standards and conditions for considering the promotion of CDNN lecturers of pedagogical colleges are implemented according to Circular No. 05/2024/TT-BGDDT.
