On December 16, speaking with a reporter from Lao Dong Newspaper, a representative of the Department of Education and Training of Ha Tinh said that they had just received Official Letter No. 8268 dated December 15, 2025 from the Ministry of Education and Training on continuing to review, implement the appointment and promotion of professional titles (CDNN) of teachers.
According to the official dispatch of the Ministry of Education and Training, localities are required to urgently complete the appointment of CDNN for preschool, general education, and continuing education teachers in accordance with the current job position; ensure proper implementation of current circulars and instructions of the Ministry.
The Ministry of Education and Training also clearly guides the determination of the structure of civil servant ranks in public service units as a basis for developing projects and considering promotion of CDNN, in accordance with the actual conditions of each locality.
Notably, regarding the documents and promotion conditions, the Ministry of Education and Training affirmed that the determination of the equivalent holding period is included in the labor contract period according to regulations, not requiring 9 years of university training for some positions.
For the training certificate according to CDNN standards, teachers who have a certificate according to the grade of the level they are teaching can use it to register for consideration for promotion to a higher level, without having to add a new certificate. In case the job position does not require a foreign language or IT certificate, it is not mandatory for teachers to have these certificates in their documents.
Speaking to reporters, a representative of the Department of Education and Training of Ha Tinh said that the local education sector will strictly implement current regulations and instructions of the Ministry of Education and Training in teacher promotion, not requiring documents and certificates outside of regulations, creating favorable conditions for teachers and educational institutions.
Previously, as reported by Lao Dong Newspaper, many teachers in Ha Tinh expressed concern and anxiety when receiving messages from the principal announcing that they still have to submit English and IT certificates in their promotion documents, causing confusion among the teaching staff.
