Accordingly, on March 20, information appeared on social networks that a teacher of Vinh Ninh Primary School (Thuan Hoa ward, Hue city) "broke a student's arm". Immediately after that, Thuan Hoa Ward People's Committee worked with the school and related parties to verify.
According to the report of Ms. Dao Thi Hong H. - homeroom teacher of class 4/2, on March 19, during the process of reminding students to complete notebooks to serve school activities, due to impatience, she used a ruler to hit A. Th.'s hand and arm.
On the same evening, the family took Th to Hue University of Medicine and Pharmacy Hospital for examination. The school board visited, asked the teacher to write a report and coordinated to handle the incident.
The school also arranged for students to take a break from school to monitor their health and arrange appropriate check-up times.
On March 20, Thuan Hoa Ward People's Committee coordinated with the Department of Culture and Social Affairs to work with the school, then went to the student's family to visit, apologize and grasp the situation.
Through initial verification, the Ward People's Committee affirmed that the teacher's use of a ruler to hit students was wrong, requesting the school and teachers to seriously take responsibility and not let it happen again.
To clarify the extent of the injury, the Ward People's Committee requested to provide official medical records from Hue University of Medicine and Pharmacy Hospital.
On March 24, Hue University of Medicine and Pharmacy Hospital issued Certificate of Injury No. 001/26/BVYD dated March 23, 2026 for A. Th., recording: "Medical history: Right elbow fracture at 3 years old; diagnosis: right elbow and wrist injury; treatment method: hand hanging for 1 week, taking medicine according to prescription, appointment for re-examination at the Trauma Surgery Clinic; in-hospital condition: child alert, hemodynamics stable, swollen and painful elbow and right wrist; out-of-hospital condition: child alert, hemodynamics stable, hand hanging".
According to functional agencies, based on medical conclusions, the information "teacher broke student's arm" is not true.
On March 25, in an exchange with a reporter from Lao Dong Newspaper, Ms. Nguyen Ngoc Minh Trang - Principal of Vinh Ninh Primary School said that teacher H.'s beating of the student was wrong.
Currently, we are waiting for instructions from the ward, from which there will be appropriate disciplinary actions, there will be no cover-up," Ms. Trang said.
