To focus on responding to storm No. 11 (storm Matmo), the Department of Education and Training of Quang Ninh province requested the People's Committees of communes, wards and special zones to direct educational institutions in the area, requiring units under the department to regularly monitor the developments of storms and heavy rain; do not be negligent, subjective, grasp the situation in the area and facilities, proactively deploy response plans in accordance with the "four on-site" motto; ensure absolute safety of people, property, facilities and teaching equipment.
Proactively adjust teaching plans, postpone or switch to online learning on dangerous weather days, ensuring absolute safety for students and teachers.
Closely coordinate with local authorities, police, military, fire prevention and fighting, rescue to deploy measures to prevent, combat, and overcome the consequences of storms; prepare plans to receive people to take shelter from storms in safe conditions, when required.
Strengthen propaganda and instruct students and parents on measures to prevent and combat storms and floods, ensure safety when traveling; do not go to dangerous areas, deep floods, or landslides.

After the storm, urgently organize inspections, overcome the consequences, clean schools, ensure safety before welcoming students back to school. The Department of Education and Training requests the People's Committees of communes, wards and special zones to pay attention to directing, supporting and ensuring that no damage to people and property of educational institutions in the area occurs.
Currently, some localities in Quang Ninh have allowed students to have a day off tomorrow (October 6) to prevent and combat storm No. 11.
In particular, the communes and wards of the old Mong Cai City have all allowed students to stay home from school on October 6. In Co To, Ms. Le Ngoc Han - Secretary of Co To Special Zone - said that all students in the special zone will also be off school tomorrow.
It is forecasted that the old Mong Cai City area and Co To Special Zone will be affected by storm No. 11 more than other localities in Quang Ninh.
In other areas, including the old Ha Long City and the old Cam Pha City, even in the Van Don Special Zone, by the end of this afternoon, parents with children from grade 2 and above said they had not yet received a notice of school closure tomorrow from schools. However, some schools will let preschool and primary school students have a day off tomorrow.
Some leaders of communes and wards on land said that they are still closely monitoring the developments of storm No. 11 with schools and educational institutions to have appropriate response plans.
