The Prime Minister said that the annual high school graduation exam has 3 important meanings. Specifically, to consider high school graduation after 12 years of study for students; as a reliable basis for universities and colleges to use exam results as admission methods; as a basis for assessing the quality of general education nationwide.
The 2025 high school graduation exam takes place in a special context when the whole country focuses on arranging provincial-level administrative units, not district-level organizations.
Right before June 30 when the whole country simultaneously announced the system of organizational apparatus and administrative units, put into operation at the same time at the provincial and commune levels from July 1, 2025.
Therefore, according to the Prime Minister, we organize exams with local authorities at 3 levels but mark exams and announce the results to local authorities at 2 levels.
The head of the Government affirmed that, drawing on experience from previous years, the preparation work is proactive, active, early, methodical, scientific, and close to the actual situation.
However, the Prime Minister noted the need to prevent negativity in all stages of the exam and hoped that this year there would be no negativity at any stage with the spirit of indifference, purity, and responsibility of the relevant subjects.

Organizing the high school graduation exam is a festival for the entire people, society, the whole country, every family, every candidate.

In 2027, pilot high school graduation exams on computers in some localities
The Prime Minister requested the Ministry of Education and Training (MOET) to proactively grasp the situation, actively guide, and coordinate with ministries, branches, and localities to promptly and effectively handle related issues arising both before, during, and after the exam.
Ensure quality exam questions, closely follow the general education program studied, and have the most suitable and differentiated level.
The work of transporting and printing exam questions in large quantities to all provinces and cities must ensure absolute safety and accuracy, not allowing negligence or incidents to occur...
Develop a Project to prepare necessary conditions to pilot the organization of computer exams in some localities from 2027, aiming to organize high school graduation exams on computers as soon as possible.
Proactively coordinate closely with the Ministry of Public Security to train and guide localities to implement solutions to prevent and combat negativity, especially the use of high-tech equipment and artificial intelligence (AI) for fraud in exams.
For the People's Committees of provinces and centrally run cities, in the spirit of decentralization, be more proactive and flexible for localities in organizing exams.
The Prime Minister requested the Chairmen of the People's Committees of provinces and centrally run cities to be responsible for comprehensively directing the preparation and organization of exams in their localities.
The Prime Minister affirmed that the Government, ministries, branches, localities, the entire political system and the whole society always accompany and create the best conditions for students to enter the exam with confidence, self-reliance, self-reliance, and peace of mind to demonstrate their abilities.
