Delegates warn of the risk of overcharging in the name of voluntary after tuition exemption
Tuition exemption is a humane policy, demonstrating the commitment of the Party and State in building a fair and sustainable education. However, delegate Trinh Thi Tu Anh is concerned that this policy could cause financial pressure, affect the quality of education, teachers' treatment regimes and increase non-transparent voluntary collection, causing parents to be upset and overshadow the good meaning of the policy.
To ensure effective implementation, the delegate proposed to increase budget expenditure on education in a clear, transparent manner and with a specific roadmap. At the same time, it is necessary to strictly control collections other than tuition fees, strictly prohibit voluntary overcharging and ensure publicity of all collection and expenditure activities of the school to facilitate parents' supervision.

The National Assembly passed the Law on Teachers, not banning teachers from teaching extra classes
With 96.23% of delegates in favor, the National Assembly officially passed the Law on Teachers, consisting of 9 chapters and 42 articles, which has been revised and reduced compared to previous drafts. The content of concern is extra teaching - The Law does not prohibit but stipulates that teachers are not allowed to force students to participate in extra classes and are not allowed to teach extra classes to students they are teaching, according to current regulations of the Ministry of Education and Training.

The Law also adds a provision that organizations and individuals are not allowed to post or disseminate information summarizing professional responsibilities of teachers without conclusions from competent authorities. Regarding salary and allowance policies, the draft stipulates that teachers are entitled to the highest salary and allowances in the administrative and career system to institutionalize the Party's policies; for the non-public sector, salaries are according to agreements, in compliance with the Labor Law.
Regarding recruitment and labor contracts, the Law removes separate regulations on probationary and probationary regimes, changing this content to comply with the Law on Civil Servants and related laws. The Law on Teachers will take effect from January 1, 2026. See more...
