Article 11 of the Law on Teachers stipulates the following things that are not allowed to be done:
1. Teachers in public educational institutions are not allowed to do things that civil servants are not allowed to do in accordance with the provisions of the law on civil servants and other relevant legal provisions. Teachers in non-public educational institutions are not allowed to perform prohibited acts in the field of labor according to the provisions of the law on labor and other relevant provisions of law.

2. In addition to the provisions of Clause 1 of this Article, teachers are not allowed to do the following:
a) Discrimination between learners in all forms;
b) Fraud, intentional falsification of results in admission activities and assessment of learners;
c) Forcing learners to participate in extra classes in any form;
d) Forcing learners to pay money or in kind outside the provisions of law;
d) Taking advantage of the title of teacher and professional activities to commit acts that violate the law.
3. Organizations and individuals are not allowed to do to teachers, including:
a) Not fully implementing the regime and policies for teachers according to the provisions of law;
b) Post and disseminate concise information on the responsibilities of teachers in professional activities without a conclusion from the competent authority;
c) Other things not allowed to be done as prescribed by law.
The National Assembly Standing Committee believes that protecting the reputation and image of teachers is necessary to avoid abuse, interpretation and dissemination of concise information about teachers' responsibilities in professional activities without an official conclusion from the competent authority.
