Teachers in Da Tong commune, Dam Rong district have just reported on receiving allowances and subsidies according to the provisions of Decree 76/2019/ND-CP 08.10.2019 of the Government (Decree 76).
This Decree stipulates policies for cadres, civil servants, public employees, workers and salary earners in the armed forces working in areas with particularly difficult socio-economic conditions.
Policies include attraction allowances equal to 70% of current salary; long-term work allowances in areas with particularly difficult socio-economic conditions; one-time allowances when transferring to work out of areas with particularly difficult socio-economic conditions or upon retirement...
Da Tong commune, Dam Rong district was recognized as a new rural commune from the end of December 2023, but there are still some villages with special difficulties. Including Lieng Trang 1 village.
It is worth mentioning that all of them are located in this village, but cadres, civil servants and public employees working at Da Tong High School are still guided through the procedures to enjoy the regime according to Decree 76.
As for cadres, civil servants and public employees working at Lieng Trang Secondary School, these regimes will not be applied since Da Tong commune was recognized as a new rural commune (January 2024).
According to the investigation, Da Tong High School is under the management of the Department of Education and Training of Lam Dong province. Lieng Trang Secondary School and 3 other schools in Da Tong commune are under the management of Dam Rong district.
Due to differences in governing bodies, these units are having different instructions.
Previously, in document No. 1668/SGDDT-TCHC, dated October 2, 2024, responding to Da Tong High School, Lam Dong Department of Education and Training affirmed: "Lieng Trang 1 Village in Da Tong Commune, Dam Rong District is a particularly difficult village".
Da Tong High School is located in Lieng Trang 1 village, Da Tong commune, Dam Rong district, so civil servants and employees working at Da Tong High School are entitled to allowances according to the provisions of Decree 76.
Recently, in the document (No. 278/UBND-TC), dated February 18, 2025 sent to Lam Dong Provincial People's Committee, Dam Rong district said: "Lieng Trang 1 village is no longer a particularly disadvantaged village when Da Tong commune is recognized by competent authorities as a commune meeting new rural standards".
Therefore, this unit does not pay the regimes according to Decree 76 to cadres, civil servants, public employees, and workers working here.
"I don't understand why we are teachers working in the same area, but the school is entitled to the policy regime according to Decree 76, but the school is not...", a teacher working in Da Tong commune expressed.
