On July 22, Da Nang City People's Committee issued Decision No. 115/2026/QD-UBND on the Regulation on mobilization and transfer of teachers in public educational institutions. For institutions that do not ensure the minimum number of teachers, competent authorities will proactively mobilize teachers from other units to maintain continuous teaching and learning activities. For cases of transfer according to personal wishes, the city requires that it must only be carried out with the consent of both the departure and arrival, and must be consistent with the actual conditions of the job position.
The Department of Education and Training is assigned the task of presiding over the implementation of regulations and decisions to establish the City-level Transfer Council. The Department is responsible for inspecting, supervising, resolving arising problems and reporting personnel arrangement results to the City People's Committee before August 28.
This new personnel regulation is issued to directly serve the roadmap for arranging public educational institutions according to Official Dispatch No. 6808/UBND-SNV of Da Nang City People's Committee, aiming to streamline and reduce at least 30% of focal points of public educational institutions before the 2026 - 2027 school year.
To prepare for this roadmap, previously, Da Nang City People's Committee requested the Department of Education and Training and localities to complete the arrangement plan and send it to the Department of Home Affairs. The Department of Home Affairs summarizes and reports to the City People's Committee for a draft overall plan.
After this preparation step, city leaders are expected to approve the overall plan no later than August 5 for units to deploy. The deadline for completing all procedures for arranging the organizational structure and merging school sites is set before August 25. The goal is to ensure that schools officially go into stable operation from September 1, preparing well for the opening day of the new school year.
The restructuring of the school network will closely follow two main models to innovate governance and streamline indirect departments. Schools will be planned into large-scale single-level schools or multi-level general schools, with a common management and administrative apparatus. However, the city still requires each commune and ward to ensure 1 kindergarten, 1 primary school and 1 secondary school to limit negative impacts on students' psychology.
Da Nang City People's Committee requests the governments of districts, towns, communes, and wards to proactively develop specific plans in localities, issue decisions to reorganize schools under their authority, ensure progress and prevent interruptions in education work.
